The draft Performance Work Statement is attached, and interested vendors are asked to respond with a capability statement and summary of relevant experience, not exceeding 5 pages, by June 3, 2024. No solicitation package is available yet, but the final RFQ is expected to be similar to the draft PWS. This Sources Sought is for market research purposes only and does not commit the government to a contract award.

INTRODUCTION – The Internal Revenue Service (IRS), Information Technology (IT) Cybersecurity organization implemented critical Counter Insider Threat (CInT) capabilities to mitigate serious risks to the IRS. Recent trends in Counter Insider Threat analytics, cyber related fraud, and the misuse of government systems has presented a unique threat to taxpayer information safeguarded by IRS systems, applications, and databases.
Counter Insider Threat Operations (CInT Ops) addresses the serious risks posed by those who have been granted access to IT systems where resides sensitive taxpayer information and supporting IT financial systems.
