About this file
This document is a statement of work for a Center Weather Service Unit program. The Federal Aviation Administration requires meteorological decision support services, weather briefings, pilot report support, and training for its Air Traffic Control System Command Center, 21 Air Route Traffic Control Centers, and Hawaii/Guam/Puerto Rico CERAPs. Services include providing three daily recorded weather briefings with voice and graphics for each air traffic control facility, additional unscheduled briefings as needed, and extended weather impact outlooks for strategic planning at the Command Center. CWSU Draft Statement of Work Attachment A In Support Of
Market Survey/Request for Information (RFI) for the Center Weather Service Unit (CWSU) Program
1. 1. Background The CWSU program is administered by FAA Flight Service (AJR-B), part of the FAA’s Systems Operations Service in the Air Traffic Organization (ATO). One of the primary roles of Flight Service is to provide weather observation services to National Airspace System (NAS) users, a portion of which is provided by the CWSU program. Additionally, the CWSUs ensure that the requirements of FAA JO 7210.3, 2-2-4 (most recent version) are met. Specifically, this entails providing meteorological Decision Support Services at the Air Traffic Control System Command Center (ATCSCC), 21 Air Route Traffic Control Centers (ARTCCs), and the Hawaii/Guam/Puerto Rico CERAPs within the National Airspace System (NAS).
2. Mission and Responsibilities Adverse weather impacts aviation operations and creates demands for FAA decisions to facilitate the safe and efficient use of airspace and airports. Support services are needed to detect and predict weather conditions hazardous to air traffic operations, disseminate this information to the appropriate positions and facilities within the ATCSCC/ARTCC/CERAP area of responsibility, and to provide general other meteorological services as described in Section 3. Services will be provided 24 hours/day, 7 days/week.
3. Services The FAA requires services in the areas of weather briefings, Pilot Report (PIREP) support, and training support as described below.
3.1. Weather Briefings. The contractor will provide timely meteorological support and briefings for FAA facilities to help ensure safe and efficient flight within the NAS. This will involve analyzing and interpreting available meteorological data to produce aviation weather forecasts and advisory services. Each ARTCC and CERAP CWSU will inform local FAA managers of forecasted weather conditions defined in FAA 7110.65/7110.10 at least once per shift. Information includes, but is not limited to, analysis of:
· Thunderstorms
· Areas of precipitation
· Cloud coverage
· Icing
· Turbulence
· Winds aloft
· Low level wind shear
· Areas of reduced visibility and/or lowered ceilings
· Significant pressure change
· Volcanic ash
3.1.1. Briefings will include, but are not limited to the following:
3.1.1.1. Recorded Briefings. Provide three (3) daily recorded weather briefings with voice and graphic displays for each ARTCC and CERAP airspace.
3.1.1.2. Unscheduled Briefings. Provide other weather briefings on an ad-hoc and unscheduled bases on current and expected weather conditions that may impact air traffic operations.
3.1.1.3. Weather Outlook Updates. At the ATCSCC, the Contractor will provide extended weather impact outlooks for strategic planning as directed by the facility.
3.2. PIREP Support. Support shall be given in two primary areas:
3.2.1. PIREP Solicitation. The Contractor shall consult with the ATM, TMO, or delegate and provide opinion on when PIREP solicitation would be beneficial to weather forecasting.
3.2.2. PIREP Input. The Contractor must create PIREPs in the appropriate format based on pilot report data and enter into an approved NAS system for NAS users.
3.3. Training. The Contractor must develop and present weather familiarization training for FAA personnel as requested by ATM, TMO, or delegate.
The duties and responsibilities described herein are not all inclusive. The ATM, TMO, or delegate must ensure comprehensive local orders and procedures for operations are developed to supplement this SOW. Local orders must include a prioritized listing of the duties and responsibilities.
