REFERENCES:

1. BACKGROUND: Provide on-site shredding and destruction services for Naval Sea Logistics Center (NSLC) Keyport.

2. SCOPE: Provide monthly on-site unclassified shredding service and annual media destruction for NSLC Keyport. Service to be provided every 4 weeks for a total of 13 services. All shredding shall be onsite, witnessed by a Government employee.

2.1 Empty up to seventeen (17) 96-gallon shredding containers of paper.

2.2 NSLC will provide handling of material from storage to shredder truck.

2.3 All shredding should be destroyed per NIST SP 800.88 and ISOO. All paper has to be shredded down to 5/8” by 2” in size or smaller. All material must be cross-cut and destroyed during the shredding process on-site to fulfill the Clear, Purge, or Destroy requirement of NIST SP 800.88

2.4 All shredded paper products have to be recycled through a Material Recovery Facility (MRF) or mill direct.

2.5 Contractor shall furnish all shredding equipment, remove all shredded material.

2.6 Provide annual on-site media destruction service to NSLC Keyport.

2.7 Media includes, but is not limited to: reel-to-reel, cassettes, laminated materials, binders, discs, CDs (Unclassified media only).

2.8 Approximately 10 TRI-WALLS of media will be destroyed each year. All material must be destroyed during the destruction process on-site.

2.9 All media shredding should be shredded to have a nominal edge dimension of 5/8” by 2” in size or smaller.

2.10 NSLC will provide handling of material from storage to destruction truck for all recycle containers.

2.11 Contractor shall furnish all destruction equipment, remove all destroyed material.

2.12 Contractor shall coordinate with NSLC POC for pick-up schedule of mixed media.

3. CONTRACTOR FURNISHED MATERIAL:

3.1 Provide seventeen (17) lockable 96-gallon containers to hold papers for shredding. These containers will be used to empty into shredding truck.

3.2 Provide one (1) lock per container, and two (2) keys in total. All 17 locks must be able to be opened with each key provided.

3.3 Monthly Reports- Monthly reports and weight tickets will be sent to NSLC POC, Dana Terry, via electronic document and/or paper copies for the previous month by the 9th day of the current month. Reports to include the total number of pounds shredded/destroyed and all other documentation that is required under National Association for Information Destruction (NAID) standards.

4. SECURITY REQUIREMENTS:

4.1 Information Security- The contractor shall not leave any facility under this contract with un-shredded paper.

4.2. The Contractor and any Subcontractors will be NAID certified.

4.3 Badging- Contractor must be able to obtain Naval Base Kitsap (NBK) Keyport access which requires a Defense Biometric Identification System (DBIDS) badge. Contractor will follow all security requirements to enter Keyport Naval Station and each building established by the government. 6. EVIROMENTAL AND SAFETY:

6.1 Contractor shall meet all Puget Sound Clean Air Act (PSCAA) requirements which can be found at www.pscleanair.org. Shredding trucks that are operating and shredding at any facility under this contract will control fugitive dust emissions in accordance with PSCAA Regulation 1. It is the contractors' responsibility to ensure dust capture during operations at PSNS installations. Should any dust emission become apparent, EPA method 9 evaluations shall be required by code 106. Additionally, visual inspections and random periodic EPA Method 9 testing will be conducted to validate compliance with PSCAA requirements. More information regarding methods used to validate PSCAA compliance may be found at http://www.epa.gov/ttn/emc/methods/method9.html. As a proactive measure, the contractor may choose to provide personnel certified in visual opacity readings should the Method 9 testing become necessary.
