CONTROLLED UNCLASSIFIED INFORMATION (CUI)

1.0 Introduction

The purpose of this Indefinite Delivery, Indefinite Quantity (IDIQ) contract is to create a mechanism for flexible and efficient acquisition of goods and services for AFLCMC/EBIS also known as the SiAW Program Office that is responsible for both SiAW and AARGM-ER weapon systems. This is intended to provide the ability for further development and integration of the mature SiAW and AARGM-ER Weapon System design.

(CUI) The SiAW is an Air Force (AF) air-to-ground weapon that will provide strike capability against targets that create the advanced Anti-Access/Area Denial (A2/AD) environment. SiAW provides an offensive air launched land warfare capability to destroy high value, time-sensitive targets. SiAW will conduct rapid response strikes against heavily defended land targets, expanding precision-strike weapon systems’ capabilities.

(CUI) The Advanced Anti-Radiation Ground Munition – Extended Range (AARGM-ER) is a

USN developed weapon that provides Advanced Suppression of Enemy Air

Defenses/Destruction of Enemy Air Defenses (SEAD/DEAD) capability. The USAF is integrating AARGM-ER onto the F-35A through a robust developmental testing campaign lead by the F-35A Joint Program Office (JPO). AARGM-ER (AGM-88G) and SiAW (AGM-88J) are both members of the HARM family of missiles. Additionally, SiAW uses and leverages many of the hardware components developed for AARGM-ER.

The SiAW program is currently executing a Middle Tier Acquisition (MTA) Rapid Prototyping phase. The MTA will conclude with a production decision and potential future development for additional capabilities. This IDIQ will support these future opportunities through engineering changes to the SiAW baseline configuration with respect to the SiAW Weapon System. Due to the hardware commonality between SiAW and AARGM-ER, this IDIQ will also provide coverage of future engineering work for the AARGM-ER Weapon System. The users of this

IDIQ will include the SiAW Program Office, JPO and any others required for potential changes that may address, but are not limited to the following areas:

• Obsolescence

• System Security and Resiliency (to include Cybersecurity and Cyber resiliency)

• Upgrades and Enhancements

• Product Improvements

• Producibility and Affordability

• Other changes as necessary to meet existing or new/emerging requirements

2.0 Scope

The SiAW program office recognizes the opportunity to improve the already high level of maturity for the SiAW/AARGM-ER Weapon System if additional resources are applied to development, integration, or other technical services. The goal of this IDIQ is to provide additional resources for tasks and scope that is outside the current Phase 2 contract with respect to the SiAW Weapon System and as necessary provide additional resources for USAF AARGM-

ER.

The scope of this IDIQ includes:

• Hardware Design and Development

• Software/Firmware Design and Development

• Systems Engineering and Integration

• System Modeling (MBSE)

• Modeling and Simulation (M&S)

• Program Management

• Qualification and Testing (including support for Government Testing)

• Repair capability for delivered test assets

• Prototype and Production Representative Hardware Fabrication/Assembly/Build

• Aircraft Integration

• Manufacturing Readiness Assessments

• Fielding and Logistics Support

• Support Equipment Development, Integration and Support

• System Security Engineering and Maintainability

3.0 Access to Technical Data

To effectively perform the above scope/tasks (unclassified and classified) the offeror will need to have access to the existing Original Equipment Manufacturer (OEM) proprietary hardware and software technical data of the current SiAW and AARGM-ER weapon systems or have sufficient technical expertise, equipment, infrastructure, and personnel to develop equivalent technical data, hardware, software, and other deliverables in terms of performance, and form, fit, and function data as described in the SiAW Government Reference Architecture (GRA) (See

Attachment 4). The USG does not have data rights to all aspects of the SiAW design with exception of form, fit and function data as prescribed by the GRA.

The SiAW GRA is a SysML model that contains resources such as the Weapon Open Systems

Architecture (WOSA) reference architecture model, Universal Armament Interface model, current SiAW MTA program requirements, and other tools/resources. The offeror will use the

SiAW GRA as a basis for requirements traceability for all engineering work performed for

SiAW development. To review the model, the offeror must have access to Cameo Enterprise

Architecture 2021x or an equivalent product from the Dassault Systèmes family of No Magic-based products. The USG will provide the .mdzip files upon request, but will not provide any software, hardware, or funding to establish the capability to review the model.

4.0 Open Systems Architecture Considerations

The SiAW Missile System (MS) design is compliant with the latest WOSA standard developed by the Air Force Research Laboratory Munitions Directorate (AFRL/RW) and the Armament

Directorate (EB) Government Reference Architecture (GRA). All designs, hardware, software, and other deliverables within the scope of this IDIQ shall be compliant with the WOSA

Reference Architecture 3.4. All deliverables, products, designs, and information that are used to implement WOSA Domains and Domain Interfaces are deemed form, fit, and function data and shall be delivered with unlimited data rights.

Compliance with the WOSA standard is not required for development on AARGM-ER.

5.0 Delivery Orders

The contractor shall provide one or more deliverables as part of individual delivery orders. The basic IDIQ contract contains deliverables to be selected by the Government from the

“Deliverables” section of this document and are only active when ordered on individual delivery orders. The delivery schedule and cost for each delivery order shall be agreed upon between the

Government and the contractor prior to the execution of the delivery order. The Government will also determine the order of priority for the deliverables. Each delivery order may include additional unique deliverables as required.

All delivery orders issued under this contract will contain specifically defined objectives and requirements. However, the following objectives will generally apply to all actions resulting from this contract:

a) Satisfaction of the requirements established in the delivery order.

b) Flexibility and responsiveness in addressing dynamic needs of SiAW weapon system.

c) Ensuring the delivery of high-quality goods through robust systems engineering and risk management processes that balance cost, schedule and performance.

d) Adherence to environmental, safety and occupational health (ESOH) risks.

e) Collaboration and partnership between contracting parties in the accomplishment and reporting of events outlined in the Contract Data Requirements List.

f) Execute a security program that ensures classified and sensitive information is not compromised in accordance with the Department of Defense Contract Security

Classification Specification (DD254). Ensure security incidents are reported properly and appropriate corrective actions are accomplished.

6.0 Classification Considerations

The deliverables associated with this IDIQ require products and information that may be at the

CUI, SECRET, SECRET-SAR, TOP SECRET, and TOP SECRET-SAR classification levels. At the time proposals are received, the contractor shall have the capability to receive, process, and transmit information at all classification levels within the scope of this IDIQ. At a minimum, the contractor shall have an accredited SAP network with access to the CORE webmail and file share system, a dedicated SAP facility, and AF7 telecommunication capabilities at no cost to the

Government. A draft DD254 is included in Attachment 2.

7.0 Connectivity

The SiAW program is committed to a digital-first approach to acquisitions. All products and data items shall be produced in a digital format and hosted on an Integrated Digital Environment

(IDE) that is maintained by the contractor and accessible by the program office at Eglin AFB, FL without having to install or maintain special equipment on the Government premises at no cost to the Government.

8.0 Deliverables

The basic IDIQ contract contains deliverables to be selected by the Government from

Attachment 1 may apply to any delivery order as defined in the delivery order’s SOO and shall be submitted IAW SOO specifications. An example of a potential submission is below in Table

1.

9.0 Government Direction

Government personnel and Government support contractors will frequently be present at the

Contractor’s plant during the performance of this contract. The Contractor shall not construe advice, reviews, and/or clarifications by these personnel as direction by the Government. The

Government Procuring Contracting Officer shall be the only individual authorized to redirect the effort in any way or modify any terms of this contract or orders issued hereunder. The Contractor shall comply with the terms of FAR 52.243-7, Notification of Changes, if it considers any

Government conduct to constitute a change to the contract.

10.0 Program Management

The contractor shall provide program management to implement and control SiAW program activities and be responsible for all aspects of the contract. The contractor shall provide a central

Point of Contact (POC) for program concerns and shall control all cost, schedule, performance, and risk management. The contractor shall provide the necessary engineering services, project management functions, financial control, planning and control functions and the administration required to support the contract. The contractor shall provide coordination for development of presentations and, the arrangement and coordination of reviews and meetings, to include the

PM/Integrated Product Team (IPT) Program Status Meeting. Meetings shall be able to be supported with AF7 capabilities at the time a proposal is submitted. The interval between meetings may be adjusted when mutually agreed upon by the Government and contractor. The

contractor shall provide the Government with insight into performance, accomplishments, challenges, and cost in all phases of the SiAW Program.

12.0 Definitions

Form, fit, and function data - technical data that describes the required overall physical, functional, and performance characteristics (along with the qualification requirements, if applicable) of an item, component, or process to the extent necessary to permit identification of physically and functionally interchangeable items (DFARS 252.227-7013 a(11))

Integrated Digital Environment (IDE) -- A compilation of data, models, and tools for collaboration, analysis, and visualization across all functional domains. IDE includes the methodology and specification for data, models, and tools arrangement with processes and procedures to exploit informational results. This might look like differently dependent on your programs digital implementation. One note of importance is that the IDE includes the integration of programmatic (program manager, financial manager, logistics manager, etc.) information with the engineering models and data so that the environment is truly integrated.

Model Based Systems Engineering (MBSE) – The formalized application of modeling to support system requirements, design, analysis, verification, and validation activities beginning in the conceptual design phase and continuing throughout development and later life cycle phases.

Modeling and Simulation (M&S) – The use of a physical or logical representation of a given system to generate data and make predictions and support decision making.

Open System Architecture (OSA) – A system design approach which aims to produce systems that are inherently interoperable and connectable without recourse to retrofit and redesign.

Unlimited Data Rights -- Rights to use, modify, reproduce, perform, display, release, or disclose technical data in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so. Additional specification for these rights can be found in DFARS

252.227-7013(b)(1)(iv).

WOSA Domain - an abstract representation to coalesce unique services that produce messages and data exchanged within the architecture. Conceptually it is a ‘black box’ abstraction responsible for producing sets of messages (WOSA Reference Architecture 3.4).
