About this file
This is a Justification Review Document for Other than Full and Open Competition under FAR Part 6, seeking approval for a sole-source bridge contract award.
The U.S. Army Sustainment Command at Fort Lee, Virginia, requires Full Food Services (FFS) and Dining Facility Attendant (DFA) support at Fort Lee, VA. The contract is being awarded to Southern Foodservice Management, Inc. (431 Office Park Dr., Mountain Brook, AL 35233-2411) on a firm-fixed-price basis for $24.1 million, with a seven-month performance period from 28 June 2026 through 28 January 2027. The authority for this sole-source procurement is 10 U.S.C. 3204(a)(1), implemented by RFO FAR 6.103-1, justified by the requirement for mission-essential food services without service disruption. The previous contractor failed to provide acceptable service levels, prompting the Government to issue a one-year letter contract in December 2024 under unusual and compelling urgency authority (10 U.S.C. 3204(a)(2)). This bridge contract extension is necessary to maintain uninterrupted dining operations while the Army's new Dining Excellence (DINEX) initiative transitions to a Commercial Solutions Opening (CSO) and Other Transaction Agreement (OTA) model, with the prototype award projected for November 2026 and operations beginning January 2027. Market research was conducted via a Sources Sought Notice from 11-16 December 2025, receiving seven responses, none of which demonstrated capability to mobilize and perform the required services. The Government will require a subcontracting plan in accordance with 38 CFR 19.206-3, coordinated with the Small Business Administration Procurement Center Representative.
