PERFORMANCE WORK STATEMENT (PWS)

Rental/Lease of 2.5 Megawatt (MW) Load bank, 4160V-480V Transformer, and Medium Voltage (MV) Cabling.

Part 1

General Information

1. GENERAL: This is a non-personal services contract to provide Rental/Lease of a 480Volt Alternating Current (VAC), 2.5MW (min.) load bank, 4160VAC-480VAC step down transformer, and medium voltage portable cables. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.

1.1. Description of Services/Introduction: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires resistive/reactive load bank, support equipment, and equipment operation training to test 4160VAC shipboard diesel generators while dry-docked.

1.2. Background: Due to schedule needs, the ship’s diesel generators will be overhauled in dry dock, and require load testing before the ship can transit to pier.

Previously, this was accomplished using ship’s loads available only while water-borne.

This testing will allow work normally accomplished after docking to be done during the dry dock availability and return this ship to the fleet on time.

1.3. Scope: Rent/lease 480VAC, 2.5MW (min.) load bank, 4160VAC-480VAC step down transformer, and medium voltage portable cables to serve as part of testing equipment to test 4160VAC diesel generators.

1.4. Period of Performance: 15-SEPTEMBER-2021 to 15-JUNE-2022

1.5. General Information

1.5.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.5.2. Quality Assurance: The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
