About this file

This is a FAR Part 8 Limited Sources Justification document for a maintenance support services contract modification for the 82nd Airborne Division Sustainment Troop Battalion. The U.S. Army Mission and Installation Contracting Command (MICC) - Fort Bragg is seeking to increase the task order with Logmet LLC (a Service-Disabled Veteran-Owned Small Business) by $5.7 million for a 12-month period from 15 December 2025 through 14 December 2026. The increase is necessitated by the pending deployment of A Company Support Maintenance Company (A Co. SMC) to the southern border, which will create a 70% reduction in maintenance support capabilities.

The contract modification will add 74 full-time equivalent (FTE) contractor positions to maintain operational readiness for 193 customer units (33 within the 82nd Airborne Division and 160 within XVIII Corps). The current vendor will provide continuous maintenance operations support to sustain repair and critical fleet maintenance while service members are deployed. The justification emphasizes the urgent need to prevent significant degradation of maintenance support, with the FTE count expected to return to original levels once the service members return from deployment. The action utilizes an existing task order that was previously competed on GSA eBuy.

b. Alternatives: 82nd ABD conducted analysis to cross-utilize existing service members across Fort Bragg but there was insufficient manpower available to support the workload requirement and not backfilling the service member positions will significantly degrade the amount of needed maintenance that must be performed. In addition, the task order’s scope of work was previously performed by the EAGLE program, but was transitioned to a local task order. When asked if this mission should go back to EAGLE, they responded that the increased effort should go under the existing task order that is already in place and a new task order would be appropriate only if there was no task order in place performing this mission. Due to the short notice from notification to need date, competing a new requirement would not be economical or meet the timeline required.

c. Impact if justification is not approved: This is mission critical for the 82nd Airborne Division and Corps Separate units. If not supported, units will have a 70% reduction in work order throughput capability when the A Co. SMC is deployed, severely limiting pass back maintenance support to maintain repair and repair pacing items and critical fleet for units on Immediate Response Force/Contingency Response Force. Due to lack of support, units will quickly fall below Army operational readiness rates. The local Materiel Maintenance Division of the Logistics Readiness Center is not equipped to provide the required amount of pass back maintenance. With the volume of work orders that the ADSB handles for Division and Corps separate units, and the A Co.

SMC deployed, a tremendous backlog in maintenance repairs and services will accrue.

The A Co. currently supports 193 customer units (33 within the 82nd Airborne Division and 160 within the XVIII Corps).

7. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201.

a. Effective competition. Because this is a sole source action to increase the current contractor FTEs for urgent reasons under the current task order, effective competition is not applicable.

b. Subcontracting competition. The prime contractor for the current task order does is a Service-Disabled Veteran-Owned Small Business (SDVOSB) and does not intend to subcontract. However, if in the future should they request to subcontract any portion of the effort, the Government will assure that the prime contractor obtains as much competition as possible in its subcontracting.

8. Actions to Increase Competition: For the sake of urgency, the Government will utilize the existing task order which was originally competed under FAR part 8 and posted to GSA eBuy for the eligible pool of vendors. The deployment was not anticipated and did not allow for adequate competition and any future planned follow-on requirement will be competed.

9. Market Research: Due to the urgent need, market research was not performed. Fair opportunity for the existing task order was provided via GSA eBuy RFQ posting to eligible small business SDVOSB prime Contract Holders under Multiple Award Schedule (MAS) 561210FAC and Multiple Award Schedule (MAS) 81111. This action will utilize the existing task order for a surge in the FTE count for a 12-month period while the A Co. SMC is deployed.

10. Other Facts: Due to a short-notice deployment order as previously stated, this is an increase in the amount of contractor FTEs performing the current task order W91247-24-F-0320 for a 12-month period while A Co. SMC is deployed to the southern border. Once the service members return, the FTEs will reduce to the original amount.

This will ensure rear mission support continues while the service members are deployed.
