About this file
This document is a Sole Source Memorandum that justifies the use of other than full and open competition for the procurement of technical oversight and support services for a High Pressure Air Compressor (HPAC) on a CVN 68 class aircraft carrier.
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) requires the Original Equipment Manufacturer (OEM), Curtiss-Wright Fleet Solutions, to provide these services. The justification is based on Curtiss-Wright's proprietary rights, technical expertise, and exclusive licensing as the authorized service provider for the aircraft carrier's HPAC system. The estimated cost and period of performance are provided. A related federal contract opportunity has been identified for this requirement, which is expected to be awarded under FAR Subpart 13.5 procedures. Interested parties may identify their capability to respond by the deadline of August 27, 2024, but the government will solely determine whether to conduct a competitive procurement.
