About this file
This document outlines a statement of need for an unmanned aerial system counter-UAS system. The system is required to detect and mitigate UAS from zero to six miles, interrupting radio signals between drones and controllers to safely land targeted drones at designated zones. It must be able to take control of DJI, DIY, and Parrot drones, and detect modified DJI drones. The system should provide detection warnings with no false alarms, locate and track drones via GPS, classify friendly drones as authorized, and operate reliably in all weather without radio or GPS interference. A mobile system is desired for rapid deployment from tripod, vehicle, or backpack configurations using the same core hardware.
The related federal contract opportunity is a pre-solicitation notice of intent to issue a sole source contract to D-Fend Solutions AD Inc. for an unspecified counter-UAS system. The soliciting agency is the Department of Justice United States Marshals Service.

Text version
• The mitigation system can interrupt the radio frequency signal between the unmanned aerial system (UAS) and the controller operated by the pilot while in flight subsequently taking control of the UAS and completing a controlled safe landing.
• The system takes control and lands the UAS safely at a designated landing zone determined by the mitigation system operator.
• The C-UAS system needs to cover a minimum range of zero (0) to six (6) miles for detection and mitigation of UAS.
• The system can take control over DJI Ocusync protocols, DIY RFD900, and Parrot Anafi.
• Detect and mitigate modified DJI drones due to publicly available modifications can be used to camouflage hostile UAS activities.
• Able to detect UAS activity and provide warning with no false alarms.
• Ability to locate and track UAS with GPS.
• Allow the classification of friendly UAS as “authorized UAS” which in turn allows the authorized UAS to fly normally even during the mitigation of a UAS.
• The system mitigation is non-jamming, enabling operational continuity without interference to the radio environment or GPS based navigation systems.
• The system technology operates reliably in any weather environment regardless of rain, day or night visibility, and no line-of-sight conditions.
• A system that is mobile for rapid deployment and simplified operation for the end user/operator.
• Can be deployed on a tripod, vehicle and backpack configurations providing on-the-move protection using the same core main hardware device.
