About this file
This is a Purchase Determination document from the Arizona Department of Public Safety (DPS), dated 6/6/2022, involving an electrical repair contract for a DPS LMR tower site located in Manualito Mesa, New Mexico. The document details an emergency electrical repair situation involving Enertech Resources LLC as the contracted supplier, with the contract number CTR052953. The document involves multiple potential stakeholders, including a local tribal authority and potentially a rail company, though the specific ownership of the site remains unresolved.
The purchase determination authorizes an emergency electrical line repair to restore critical communications infrastructure at the LMR tower site. The site experienced an electricity supply interruption on or about 6/2/2022, with backup batteries and a generator temporarily maintaining operations. The DPS intends to hire Enertech Resources LLC to repair the electrical lines, with the plan to seek reimbursement from the ultimate responsible party once determined. The repair is deemed urgent due to operational risks, including potential mission-critical communication disruption and repeated generator refueling challenges, including recent fuel theft incidents.

Purchase Determination
To: File Date: 6/6/2022
Subject: Purchase of electrical work at LMR site
Contract: CTR052953
Supplier: Enertech Resources LLC
The DPS LMR tower site in Manualito Mesa, NM went down on or about 6/2/2022. The issue was interrupted electricity supply. The back-up batteries allowed the site to stay operational until the DPS could install and connect a generator. The local tribal authority would not allow the electricity to be reconnected as they claim electrical wires required repair. Generator refueling would require visits to the site every 24-48 hours. The DPS also experienced fuel theft within the last 48 hours. Electrical connection to the site must be established to ensure mission critical communications stay operational.
There are multiple entities that may be responsible for maintaining electrical connectivity, including a rail company. The DPS can not wait until a required entity agrees they own the site and then deploy resources to fix the electrical lines.
The DPS will hire a contracted supplier to repair electrical lines and pay for this repair. The agency will then seek reimbursement from the proper authority once they are found.
This effort raises to the level of an emergency, however, as there is a contracted supplier and scheduled repair, this document is created as a determination to repair the electrical lines at this site and request reimbursement from the owning party once it is determined who is ultimately responsible for the repair.
