Method Proposal: Offeror to provide sufficient information on how they will perform the construction, engineering services, maintenance, installation, repair and parts availability as outlined in the Scope.

Please respond to the service/services that the Offeror will be providing.

Offer Response:

Upon contract award Enertech will assign a Program Manager to the ADPS Tower Services Project. They will be the primary point of contact for contract compliance, task order management, and invoicing. They will also coordinate with the Construction Team, Engineering Team, and the Maintenance/Emergency Services team. Upon receipt of a Task Order from ADPS, the Enertech Program Manager shall submit a task order offer/response on or before the date specified on Task Order. Offered pricing under a task order offer shall be all inclusive for completion of the task order and include the item (at a minimum) listed in section 4.2 of the Scope.

• Construction I. Upon award of a task order for Construction, Enertech Resources will assign ownership to a project management team to lead the construction from start to finish. The management team will assign resources and equipment and schedule a preconstruction meeting on site with the customer to discuss project details, layout, timelines…etc. At this time our private locating company will begin underground location services based on the layout and will also mark the areas for local and State underground locating services. Once the final site survey is completed, the site is staked and the underground locates are completed and cleared, the final scope of work and process is solidified, the management team will provide a detailed schedule to the customer and begin procurement, sourcing and scheduling for construction.

II. During construction the management team will send daily written updates with brief descriptions of the current day activities and progress, along with photo overviews and finally a forecast for the next day’s progress goals. Any overall changes to the schedule will also be documented at this time. Throughout the build process our dedicated safety team will visit the site regularly, performing safety audits, coaching and inspections. Any changes to the scope of work will be clearly identified to the customer and written approvals will be obtained before moving forward with any out of scope work.

III. Upon completion of the project, the management team will conduct an internal quality assurance walk involving all resource partners for the build. Upon completion and resolution of findings during the quality assurance meeting, our team will start processing the closeout documentation package. A final customer acceptance walk will be scheduled, and any summary requests or corrections will be completed at that time. The final closeout and documentation package will be submitted to the customer and the project closed.

• Engineering Services

I. Upon award of a task order for Engineering, Enertech Resources will assign ownership to an Engineering Project Manager to lead the Engineering services.

II. During the execution of the engineering task the Engineering Project Manager will be responsible for providing technical and status updates to the Enertech Program Manager and Customer as required. They will also be responsible for coordinating with the Professional Engineer to assign the correct staff to complete the job. General field visits will be performed by Enertech technicians located in the Arizona and New Mexico offices.

As needed Enertech’s Engineering Team (mostly located in Austin, Texas) will travel to the sites to support.

III. Professional Engineering work products will be performed under the responsible charge of a Licensed Professional Engineer in the state of AZ (or the state the site is in).

• Maintenance/Emergency Services I. Enertech Resources will assign a dedicated maintenance and emergency services team responsible for scheduling daily maintenance and 24-7 emergency services. We will provide a detailed calling tree and escalation path with all assigned management and team members to the customer, updated weekly, or as needed. A catalog of typically utilized materials and equipment will be pre-purchased and inventoried in our Peoria, AZ. warehouse, to ensure fast, reliable, 24hr access. Our management team will schedule a monthly meeting with the customer to review material and equipment inventory levels, discuss new equipment needs, upcoming projects or equipment upgrades, making sure we have what we need to service the network quickly and efficiently. We will provide a dedicated on-call emergency management team ready to take calls 24 hours a day, 7 days a week. Under the management team’s direction, we will have specialized technicians, dedicated to specific crews for each scope of work, to include tower, microwave/communications, civil and electrical. These teams will have specific material and equipment inventoried on each crew truck, that our emergency response technicians have with them 24-7, for quick deployment. The teams also have 24hr access to the warehouse for additional material or equipment they might need to resolve any scope of work.
