About this file
This document is a comprehensive Special Provisions file for the Meister Way Improvement Project issued by the County of Sacramento Community Services Agency Department of Transportation. The project involves roadway improvements along Meister Way from Bear Paw Drive to Lone Tree Road, with a total contract duration of 140 working days. Key work elements include clearing and grubbing, pavement grinding, roadway excavation, aggregate base installation, asphalt pavement, slurry seal, traffic striping, constructing curbs, gutters, sidewalks, sidewalk curb ramps, drainage facilities, waterline and sanitary sewer installation, traffic signal installation, and roadway signage. Bids are scheduled to open on September 25, 2025, with liquidated damages of $6,700 per day for project delays.
The project is estimated at approximately $9.5 million and requires a General Engineering Contractor (Class A) license. Funding appears to be through Sacramento County, with no specific set-aside designations noted. Contractors must comply with multiple regulatory requirements, including environmental controls, Storm Water Pollution Prevention Plan, and coordination with various utility entities such as AT&T, SMUD, PG&E, and Sacramento County Water Agency. The project incorporates advanced technologies like Tensar InterAx Geogrid for pavement stabilization and requires compliance with Advanced Clean Fleets Regulation for vehicles over 8,500 lbs. Bidders must be registered with the Department of Industrial Relations and submit various certifications, including a non-collusion declaration and Iran Contracting Act disclosure form.
