1. Description or Purpose of Procurement:
The Children’s Trust is soliciting proposals from experts in the field of family support and child abuse prevention that can develop, deliver and support the highest quality training in the field.
The Children’s Trust Family Support Training Center offers training and workshops to professionals and paraprofessionals in Massachusetts working with families with particular focus on: strength-based practice, home visiting, group-based parenting education and support, strengthening families, child abuse prevention (physical, emotional, neglect, sexual), Abusive Head Trauma, and working with fathers. The Center does NOT provide training directly for families as this is done through other program initiatives of the Children’s Trust. The Family Support Training Center includes conferences, training seminars, technical assistance and a resource lending library. Training Center activities are offered in all regions of the state.
Services purchased under this RFR will be divided into three main categories. Bidders may respond to the RFR for one, two, or all categories. Each category has specific requirements that must be included in the response.
I. Training Delivery
The Children’s Trust is soliciting proposals from experts in the field of strength-based family support and child abuse prevention who are interested in becoming part of a “pool” of trainers for the Children’s Trust’s Family Support Training Center. The purpose of this procurement is to establish a list of Prequalified Contractors who can provide training and consultation to professionals and paraprofessionals on an as needed basis for the Children’s Trust. Please note once applicants are prequalified, contractors may be required to complete additional application materials based on the topic of requested trainings by the Children’s Trust. The specific areas of training expertise sought by the Children’s Trust include family support, newborn home visiting, parenting education and support and other related topics as detailed below. This procurement will be used to predetermine qualifications, prices and contractor’s availability to provide training and/or consultation and will NOT guarantee work for contractors who qualify. Training curriculum and/or training materials developed by or for the Children’s Trust may not be used in non-Children’s Trust trainings or events without prior written permission by Children’s Trust.
RESPONSE CONTENT: Each bidder must submit completed attachments A through C, state forms and resumes as outlined in Section 8.
Filing of Application:
Service prequalification is an on-going process. New applications will be accepted at any time thru October 31, 2022. The information will be reviewed to verify completeness and to determine if the submittal meets the minimum criteria for that classification. Incomplete submissions may be returned, causing a delay in prequalification processing. Prequalification is no guarantee of being selected for a contract
The main professional development training activities of the Children’s Trust’s Family Support Training Center for which we are soliciting qualified trainers includes but is not limited to the following.
• HEALTHY FAMILIES MA Training Topics Series The Children’s Trust has developed a statewide system of staff training for the HEALTHY FAMILIES Newborn Home Visiting program. Staffs of the program, including Home Visitors, supervisors, and program managers, are required to participate in training. Examples of training topics include strengths-
PPaaggee 22..
based model of home visiting, adolescent parenting, the role of the Home Visitor, promoting parent-child relationships, pregnancy, supervising Home Visitors, and family systems.
• HEALTHY FAMILIES MA Integrated Strategies for Home Visiting All newly hired HEALTHY FAMILIES Home Visiting staffs including supervisors and program managers are required to attend an intensive core skill training. The curriculum for that training must be taught in accordance with the Healthy Family America requirements. Trainers must be certified through HEALTHY FAMILIES AMERICA or GREAT KIDS, Inc. or previously provided Integrated Strategies for Home Visiting training for the Children’s Trust to qualify as an Integrated Strategies for Home Visiting trainer.
• General Family Support Topics All Children’s Trust programs and activities are developed and implemented based on Family Support principles and Strengthening Families Protective Factors’ Framework, supporting the philosophy that building on strengths, resources, culture and capacity of families and communities is the best way to promote the optimal development of children. The Children’s Trust seeks to provide training on a variety of topics using Family Support principles as a foundation for building professional skills and competencies. Topics may include but are not limited to: the Strengthening Families Protective Factors’ Framework, developing parent leadership, building coalitions, governance and advisory structures, conducting program evaluation, developing program environments, engaging families, enhancing community development, defining and developing staff roles and responsibilities, providing supervision, etc.
Our Fatherhood Initiative works to advance evidence-based programs and trainings that support fathers, their families, and the professionals who work with them. The Family Support Training Center also develops training series focused on best practices in engaging fathers and co-parents.
• Parenting Education and Support Training and Library Series The Children’s Trust offers a series of training for Children’s Trust family support providers on running parent groups. Each year a series is developed based on the topics most requested by Children’s Trust grantees. The trainings are at least 3 hours in length and may focus on skill building or content areas. A library series has also been developed as part of our Resource Lending Library to assist programs in selecting parenting education curricula.
• Prevention of Abusive Head Trauma:
The Children’s Trust seeks to provide training to organizations that serve families with young children, including health care facilities, to effectively prevent incidences of abusive head trauma. Training content includes a description of abusive head trauma, statistical information on causes, prevalence, and perpetration, strategies to prevent its occurrence, and effective outreach methodologies including those to young parents and to men. Selected bidders will be trained to deliver pre-approved curricula developed or approved by the Children’s Trust.
• Evidence based Strength Based Practice with Families:
The Children’s Trust is committed to offering training opportunities based on the most current evidence-based practice strategies for family support practice. Training offerings will focus on increasing skills for direct practice with families and improving results for families.
COMPENSATION: Once the list is established, the Children’s Trust will select a pre-qualified contractor to provide a specific training. The Children’s Trust and the contractor will then negotiate a contract for work outlining the specifics of the training assignment, such as topics, length of training, and hourly rate. Alternatively, the Children’s Trust can get “quotes” or estimates for a assignment from several of the contractors on the pre-qualified list in order to get the best rates and/or training.
Each bid will be evaluated based on the following criteria:
• Completeness of bid
• Relevancy of proposed training topics for family support program staff
• Knowledge and experience of training area identified. At least 2 years’ experience in the field or area identified
• Experience and knowledge of resources in the geographic and training areas selected by the bidder
• Commitment to providing training for the Children’s Trust and to the field of family support
• Trainer(s) all have pertinent academic qualifications. A minimum of a bachelor’s degree in pertinent field for all trainers may be substituted with relevant work or training experience in the field
• Ability and experience designing and conducting professional development training for adult learners
• Ability and experience providing professional development training for diverse populations
PPaaggee 33..
• Quality of references
• For Healthy Families Integrated Strategies for Home Visiting and Training Topic series training, a minimum of 2 years’ experience in designing and conducting training for professionals or paraprofessional and a minimum of a bachelor’s degree in pertinent field for all trainers. Five years of supervisory experience may be substituted
• For Integrated Strategies for Home Visiting Trainer Candidates, please attach valid Proof of Certification from Healthy Families America
• Possession of specified required training certification (e.g. for FDC, TAT, and Meld trainer candidates)
II. Curriculum Development & Modification
A. Curriculum Development
The development of curriculum for family support and child abuse prevention training requires extensive knowledge and expertise in the field of family support and child abuse prevention as well as experience in adult education and instruction. Just as the field of family support is ever-changing and challenged to respond to new circumstances and priorities, so too the training related to such services must constantly evolve. Bidders will be expected to develop curriculum based on current research and the latest methods of service delivery. Specific curriculum requirements will be negotiated with the selected bidders, and the Children’s Trust will have final approval of content. Selected contractors must be able to deliver a complete ready-to-use curriculum both printed and electronic format. The curriculum purchased under this category becomes the property of the Commonwealth of Massachusetts and the Children’s Trust, which may use or modify it in any way.
COMPENSATION: Payment under the category will be for product delivered, based on the contractor’s development time and administrative costs. Exact payment will be negotiated for each product purchased and payment may vary depending on the length, complexity, and development time.
Each bid will be evaluated based on the following criteria:
• Completeness of bid
• Expertise in the family support and the child abuse prevention field, as evidenced by education and experience
• Knowledge in the area of adult education and instruction
• Prior development of curriculum in the field of family support and child abuse prevention
B. Curriculum Modification
Curriculum modification in any area related to family support and child abuse prevention training refers to change made to existing curriculum to meet the Children’s Trust’s needs. The curriculum may be something developed previously for the Children’s Trust, or it may be curriculum developed by the bidder of or another party, independent of the Children’s Trust. The modification of the curriculum may include major revisions to content, changes to format, translation and any other changes that are requested by the Children’s Trust. Curriculum that is developed and owned by the vendor or another party, and is modified to meet the Children’s Trust‘s requirements, will not become the property of the Children’s Trust, but payment for the modifications will give the Children’s Trust unlimited use of the modified curriculum. Curriculum owned by the Children’s Trust and modified under the category will remain the property of the Children’s Trust. Selected contractors must be able to deliver the modified, ready to use curriculum in both printed and electronic format.
COMPENSATION: Payment under the category will be for product delivered, based on the contractor’s development time and administrative costs. Exact payment will be negotiated for each product purchased and payment may vary depending on the length, complexity, and development time.
Bidders who respond to Category I: Training Delivery can also respond to Category II Curriculum Development and Modification. However, changes to existing training content will be requested by the Children’s Trust and the Children’s Trust will determine whether it meets the requirements of Category II or if the changes are considered major changes that will be compensated under Category II cost structure.
Each bid will be evaluated based on the following criteria:
• Completeness of bid
PPaaggee 44..
• Expertise in the family support and the child abuse prevention field, as evidenced by education and experience
• Prior development of modified curriculum in the field of family support and child abuse prevention
• Evidence of specific curriculum modification skills, such as translation skills, formatting and design skills, instructional methodology skills, etc.
• Knowledge in the area of adult education and instruction
III. Planning, Evaluation and Administration
Training delivery and the development of curriculum for family support and child abuse prevention training can only be fully effective when there is adequate planning, useful evaluation and consistent reporting related to the development and delivery of these trainings. While most planning, evaluation and reporting is done by existing staff within the Training Unit under the guidance of upper level management, there are times when additional expertise in the areas is required. The services to be purchased under this category include:
• Long-term and short-term planning and program development related to training delivery and curriculum development in a family support and child abuse prevention setting. This may include programmatic and fiscal planning for such services offered within the Children’s Trust, as well as such services offered by outside agencies under the direction and administration of the Children’s Trust.
• Evaluation design and implementation, both programmatic and fiscal, of the training delivery and curriculum development. Evaluation services may range from basic participant survey to pre- and post-training outcome analysis.
• Assist with the development of the Children’s Trust’s training materials as well as the planning and coordination of statewide trainings.
• Provide administrative support to any of the departments of the Children’s Trust with goal of furthering our mission to prevent child abuse in the Commonwealth of Massachusetts. This RFR does not super-cede any statewide contracts for services currently in existence or that come into existence during this RFR period.
COMPENSATION: Payment under this category will be either a dollar rate per hour or payment for the product delivery, depending on the nature of the service purchased. Exact payment will be negotiated for each service or product.
Each bid will be evaluated based on the following criteria:
• Completeness of bid
• Expertise in the family support and the child abuse prevention field, as evidenced by education and experience
• Expertise in planning, development, and administration of training services, with particular emphasis on family support and child abuse prevention training programs, as evidenced by education and experience.

The Children’s Trust may select one contractor or get “quotes” for a particular assignment from several of the contractors on the list. For each training assignment, the Children’s Trust will be looking for the best “match” between the contractor and the assignment.
