About this file
This is Amendment A0001 to Solicitation CT2394-26, issued by the Department of Justice Federal Prison Industries (UNICOR) on September 15, 2026, for the procurement of mattress ticking.
The amendment posts clarifications to ten questions submitted regarding the solicitation. Key clarifications include: the total estimated quantity is 100,000 yards (or 20,000 yards per year across the five-year contract period); all materials and components, including vinyl resin and its constituent inputs, must be manufactured in the United States with no exception for trade-agreement country materials; a memo on company letterhead supported by mill and coater certifications is acceptable to substantiate 100% U.S. domestic sourcing; the economic price adjustment index (PPI #PCU313210313210) applies to the finished coated goods; product samples should be approximately one square yard (not necessarily full 82-inch width) and may be from pilot or laboratory runs; reference samples of the currently-used product will be provided upon request; state correctional-industries and state department-of-corrections contracts qualify as similar or like items for past performance purposes; a clerical error refers to "various buttons" when it should reference "mattress ticking"; and newly-established offerors may be considered even if unable to provide prior contract references. The contract specialist is Harley Jacobson at Harley.Jacobson2@usdoj.gov. All other terms and conditions of the solicitation remain unchanged.

CT2394-26 Solicitation Questions
1. Estimated quantity. Part I (page 7) states the estimated / not-to-exceed quantity is 100,000 yards for the life of the contract. Section B (page 5) shows 100,000 YD against a single delivery date of 09/21/2027. Please confirm whether 100,000 yards is the annual estimate or the total estimate across the base year and all four option years.
Total estimate is 100k yards or 20k yards per year.
2. Scope of the domestic-origin requirement. Page 2 requires that all materials and components be mined, produced, manufactured or otherwise processed in the United States, listing face fabric, backing, fibers, yarns, coatings, finishes, laminates, adhesives and dyes.
Please confirm whether this extends to the vinyl resin and its constituent inputs — plasticizers, stabilizers and pigments — or whether it is limited to the textile substrate and the finished laminate.
Yes, all components must be manufactured in the United States.
3. Trade-agreement country material. The solicitation does not appear to incorporate FAR 52.225-1, 52.225-3 or 52.225-5. Please confirm whether material originating in a WTO Government Procurement Agreement or other trade-agreement partner country would be acceptable under this solicitation, or whether the domestic-origin requirement on page 2 is intended to apply without exception.
The domestic origin requirement is intended to apply without exception.
4. Substantiation of origin. Package item (10) on page 42 requires a memo on company letterhead supporting 100% U.S. domestic sourcing. Will UNICOR accept that memo supported by mill and coater certifications, or is a documented stage-by-stage flow-down — fiber to yarn to scrim to coating to finish — required with the offer?
Yes, we will accept a memo supported by the mill and coater certifications.
5. Economic price adjustment index. Page 2 identifies PPI #PCU313210313210, which is a broadwoven fabric mills index. The item being procured is a coated and laminated product.
Please confirm this index is intended for the finished coated goods, as any alternate index must be submitted at least five calendar days before offers are due.
This is correct. If you do not agree with the NAICS code please email me at harley.jacobson2@usdoj.gov.
6. Product sample. Must the one-yard sample be submitted at the full 82-inch width, and is a sample from a pilot or laboratory run acceptable, or must it be from a production run?
No, just approx. 1 sq yards sample.
7. Reference sample. Is UNICOR able to provide a swatch of the product currently in use, so that offerors can verify hand, gauge and light transmission against the specification?
Yes, this can be provided upon request.
8. Past performance references. The Business Management Questionnaires call for contracts for similar or like items. Please confirm whether state correctional-industries and state department-of-corrections contracts qualify as similar or like items, or whether federal contracts only will be considered.
Yes, any passed contract information you can provide will be sufficient.
9. Clerical confirmation. Page 7 and FAR 52.216-19 on page 23 both refer to a contract for "various buttons." We read these as clerical and understand mattress ticking to govern. Please confirm.
This is an error. “Various buttons” should read as “mattress ticking”.
10. For purposes of the three required Business Management Questionnaires, may a newly established offeror submit a statement indicating no corporate past performance and be evaluated under the solicitation’s neutral/no-confidence past-performance category, or are three completed contract references mandatory for an offer to be considered?
If you have prior contracts you can report, please provide them. If you are unable to report any past contracts you will still be considered.
