About this file

This is an Amendment of Solicitation issued by the Department of Justice, Federal Prison Industries, Clothing and Textiles division for Airforce/Army Fabric (Solicitation CT2386-26). The amendment is effective April 28, 2026, and is administered by Adam McCammack (F. 217-556-7264, Adam.McCammack2@usdoj.gov) at the Federal Prison Industries office located at 400 1st Street NW, 6th Floor, Washington, DC 20534.

The primary purpose of this amendment is to change the solicitation status from a 100% Small Business Set-Aside to Unrestricted competition. This determination was made in accordance with FAR 19.502-2 (Rule of Two) based on market research and a review of prior solicitations and awards for similar requirements. The Government determined it does not have a reasonable expectation of receiving offers from at least two responsible small business concerns at fair market prices. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or provide written acknowledgment by separate letter or telegram referencing the solicitation and amendment number. The contractor is not required to sign this document.
