Changes v.2 to Purchase Description FQ/PD 07-05E

1. Section 3.2.5 Webbing and tapes, will now read as:

3.2.5 Webbing and tapes. Webbings and tapes shall be heat cut smooth with no burrs or residual melt. When required, angles on webbings shall be 45° ±10° unless otherwise specified on the drawings or templates. Spectral reflectance requirement shall be in accordance with section 3.4.6. Camouflage color for all webbing and tapes will be specified in the contract. Producer colored, textured, filament nylon (1000 denier warp/ 500 denier fill) and non-textured, filament nylon (840 denier warp/ 210 denier fill) constructions may be used. Webbings and tapes shall conform to the following requirements:

a) 1.0 inch Webbing; A-A-55301, Type III, width 1 inch ±0.0625. Alternate construction is not acceptable.

Producer colored or piece/yarn dyed, textured, filament nylon are acceptable: warp ends: 101 min; binder ends: 15 min; picks/inch: 72 min. Weight: 0.50 oz/yd min; break strength: 1000 lbs min; thickness: 0.039 inch min.

b) 1.5 inch Webbing; A-A-55301, Type VI, width 1.5 inch ±0.0625. Producer colored or piece/yarn dyed, textured, filament nylon are acceptable: warp ends: 144 min; binder ends: 16 min; picks/inch: 80 min. Weight:

0.90 oz/yd min; break strength: 1350 lbs min; thickness: 0.039 inch min.

c) 2.0 inch Webbing; 100% Nylon, width 2 inch ±0.125. Producer colored, textured, filament nylon: warp ends:

191 min; binder ends: 23 min; picks/inch: 64 min. Non-textured, filament nylon: warp ends: 191 min; binder ends:

44 min; picks/inch: 80 min. Weight: 1.15 oz/yd min; break strength: 2000 lbs min; thickness: 0.039 inch min.

d) 2.0 inch Webbing; MIL-W-17337 Class 2, width 2 inch ±0.125. Producer colored, textured, filament nylon:

warp ends: 160 min; binder ends: 38 min; picks/inch: 72 min. Non-textured, filament nylon: warp ends: 193 min;

binder ends: 46 min; picks/inch: 72 min. Weight: 1.15 oz/yd min; break strength: 1950 lbs min; thickness: 0.039 inch min.

e) 3.0 inch Webbing; MIL-W-17337 Class 2, width 3 inch ±0.125. Producer colored, textured, filament nylon:

warp ends: 240 min; binder ends: 58 min; picks/inch: 80 min. Non-textured, filament nylon: warp ends: 287 min;

binder ends: 68 min; picks/inch: 95 min. Weight: 1.70 oz/yd min; break strength: 2700 lbs min; thickness: 0.039 inch min.

f) 1.0 inch Tape; MIL-PRF-5038, Type III, Class 2, width 1 inch ±0.0625. Producer colored, textured, filament nylon (500 denier warp/ 210 denier fill): warp ends: 84 min; picks/inch: 65 min. Non-textured, filament nylon (210 denier warp and fill): warp ends: 200 min; picks/inch: 66 min. Weight: 0.21 oz/yd min; break strength: 300 lbs min; thickness: 0.02 inch min.

Rationale:

These changes remove conflicting requirements and align the product requirements to accurately reflect accepted commercial standards. Expanded the requirement to allow producer colored textured yarns if desired. These changes will not affect system performance and therefore pose no risk to Soldier safety.

2. Section 3.2.6 Elastic, will now read as:

3.2.6 Elastic. Elastic shall be heat cut smooth with no burrs or residual melt. Elastic shall conform to the following requirements.

a) 1 inch; width 1 inch ±0.0625. Warp: textured polyester 150/1; filler: textured polyester 150/1, 1200 denier total;

rubber: 16 ends 34G natural rubber; thickness: 0.050-0.055; weight: 0.45 oz /yd min; stretch: 100% min; finish:

calendered.

b) 1.5 inch; width 1.5 inch ± 0.0625. Warp: textured polyester 150/1; filler: textured polyester 150/1, 1200 denier total; rubber: 23 ends 34G natural rubber; thickness: 0.050-0.055; weight: 0.7 oz/yd min; stretch: 100% min;

finish: calendered.

c) 3 inch; width 3 inch ±0.125. Warp: textured polyester 150/1; filler: textured polyester 150/1, 1500 denier total;

rubber- 45 ends 37G natural rubber; thickness: 0.050-0.055; weight: 1.5 oz/yd min; stretch: 100% min; finish:

d) 4 inch; width 4 inch ±0.125. Warp: textured polyester 150/1; filler: textured polyester 150/1, 1500 denier total;

rubber: 60 ends 37G natural rubber; thickness: 0.050-0.055; weight: 2 oz/yd min; stretch: 100% min; finish:

These changes align the product requirements to accurately reflect accepted commercial standards. Stretch requirements were changed to minimum values only since increased maximum stretch will not affect performance of the IOTV system. These changes will not affect system performance and therefore pose no risk to Soldier safety.

3. Section 3.2.7 Fasteners, Hook and Loop, will now read as:

3.2.7 Fasteners, hook and loop. Hook and loop fasteners shall conform to A-A-55126, Type II, Class 1, in 5/8”, 1.0”, 1.5”, 2.0”, and 4.0" widths. Camouflage color will be specified in the contract. See Appendix A, Table IV for individual piece colors.

Rationale:

This removes the requirement for spectral reflectance since no hook/loop materials are exposed during use and therefore does not pose a risk to Soldier safety.

4. Section 3.2.8 Foam, will now read as:

3.2.8 Foam. The foam (located within the yoke) shall be closed cell with the properties specified in Appendix A, Table II when tested as specified in ASTM D-3575.

5. Section 3.2.9 Snap Fasteners, will have the MS27980, style 2 changed to now read as:

MIL-F-10884, style 2

Rationale:

This change is to align with existing military specification.

6. Section 3.2.12 Thread, will now read as:

3.2.12 Thread. Thread, nylon, bonded, Size E (tex 70-76) or Size F (tex 90-112), A-A-59826, Type II, Class A as required. Camouflage color will be specified in the contract. See Appendix A, Table IV for individual piece colors.

Rationale:

This change allows a tolerance range for the tex of the thread. Previously only a maximum tex value was given.

7. Section 3.3.1.13 Webbing 1.0”, MIL-W-17337 will now read as:

3.2.13 Webbing 1.0”, A-A55301, Type III.

Rationale:

Webbing 1.0”, MIL-W-17337 was removed from the PD. This webbing was being used to differentiate quick release components from other webbing items, however this is more appropriately accomplished using different colors. Different webbing types are not necessary. This will not impact performance or pose a risk to Soldier safety.

8. Section 3.3.1.14 Webbing 1.0”, A-A55301, Camouflage will have the following changed to read as:

Rationale:

This is to be consistent with design changes to the Gen II IOTV which now features a removeable side plate pocket.

9. Section 3.3.1.15 Webbing 1.0”, A-A55301, will have the following changed to read as:

Rationale:

This is to be consistent with design changes to the Gen II IOTV which now features a removable side plate pocket.

10. Section 3.3.1.16 Webbing 1.5”, MIL-W-17337 will now read as:

3.2.16 Webbing 1.5”, A-A55301, Type VI.

Rationale:

This is to be consistent with change #4 above.

11. Section 3.3.1.21 Elastic 4”, Item #2 is deleted

Rationale:

This is to be consistent with design changes to the Gen II IOTV which now features a removeable side plate pocket.

12. A new section will be added following 3.3.1.23, and will read as:

3.3.1.24 Elastic 3”.

Rationale:

Stitching tolerances were inappropriate for this item. This change allows a slightly wider range, while maintaining the same quality end product.

14. Appendix A, Table IV, Webbing reference paragraphs will now read as:

(4) Webbing (para 3.3.1.14)

(5) Webbing (para 3.3.1.15-19)

(6) Webbing (para 3.3.1.13)

This is to be consistent with changes listed above.

15. Appendix A, Table VI-B, Front and back collar (wide and narrow) minimum ballistic panel areas will now read as:

Gen II IOTV features a redesigned yoke and collar with different geometries. This updated table reflects the minimum areas of coverage based on Government patterns.
