This document is a Calibration Standards Specification (CSS) Procurement Package for a Differential Electronic Level System issued by the Naval Surface Warfare Center, Corona Division, effective January 1, 2023 (Revision 1 as of February 8, 2023).

The specification establishes minimum requirements for a differential electronic level system intended for use by Navy personnel in shore-based laboratories and on-site calibration activities to measure pitch, roll, and deviations from flatness. The equipment shall be equipped with two different electronic levels capable of measuring angles in a range of ±600 arc-seconds with a minimum accuracy of ±0.5% of indicated value throughout the measuring range. The system must display and output measurements in arc-seconds, micro-inches, and micrometers. Required accessories include fixed and/or adjustable bases for mounting electronic levels, a controller capable of connecting to the levels and providing indications, wireless communication capabilities between levels and controller, software capable of calculating and displaying flatness using the Moody method, and a remote switch for recording readings away from the controller. The equipment shall operate from 120 Vrms single-phase AC power (50/60 Hz) with maximum power consumption not exceeding 1500 watts, and shall also support DC internal battery operation with 10 hours continuous operation and 8-hour recharge time. Physical constraints specify maximum dimensions of 12 inches height × 18 inches width × 13 inches depth for the controller, with maximum weight of 8 pounds, and each electronic level base not exceeding 5 inches height × 4 inches width × 1.5 inches depth with maximum weight of 2 pounds. The system must include a USB interface conforming to USB Revision 2.0 with Standard Commands for Programmable Instruments (SCPI) compatibility, operate across temperature ranges from -40°C to 71°C non-operating and 10°C to 40°C operating, withstand specified humidity conditions, and include automatic diagnostic self-testing at startup. A transit case with foam insert, hinged handles, and identification plates shall be provided for protection and storage. The equipment must meet safety requirements per IEC 61010-1 with ground potential accessible surfaces and safety ground conductors. Calibration requirements specify a minimum 12-month interval with at least 85% of units remaining in tolerance, with vendor substantiation of statistical data. The specification references MIL-PRF-28800G for test equipment standards, MIL-STD-130N for identification marking, MIL-HDBK-781A for reliability test methods, NIST Special Publications for measurement guidance, and S9310-AQ-SAF-010 for lithium battery safety.
