Middle East and North Africa (MENA).
The selected DM contractor (the “DM Contractor”) will conduct initial reviews of up to nine (9) proposals for feasibility studies, technical assistance, or pilot projects in the healthcare sector in the
MENA region and fully develop funding recommendations, terms of reference, and final budgets for up to five (5) activities for USTDA consideration. For each of the nine initial reviews, the DM
Contractor shall provide a preliminary assessment report (each a “Preliminary Assessment”). For each of the five fully developed projects referred to USTDA for consideration, the DM Contractor shall provide a project report (each a “Project Report”).
In addition, the DM Contractor will conduct in-depth market research to produce a detailed market analysis report (the “Sector Market Report”) of emerging healthcare sector opportunities in the
MENA region and to take into consideration market changes resulting from the COVID-19 pandemic. The Sector Market Report would include an assessment healthcare markets in the
MENA region. USTDA reserves the right to make the final determination on which activities merit consideration for the Preliminary Assessments and/or Project Reports.
In addition, the DM Contractor will present a single, one-hour brownbag presentation to USTDA’s staff on one or more mutually agreed upon healthcare sector topics.
The Final Report, which shall include the 9 Preliminary Assessments, 5 Projects Reports recommended to USTDA, the Sector Market Report and any presentation materials presented at the
USTDA brownbag presentation, shall be labeled clearly on every page as “Business Confidential” and shall be treated accordingly per sections D.1.9, “Confidentiality,” and D.1.10, “Intellectual

technical and/or regulatory hurdles; and basic USTDA eligibility criteria;
2. Assess and identify key issues and obstacles to the project proposal moving forward;

Contractor must discuss the findings of the mission with the Contracting Officer’s
Representative (COR) in advance of writing the draft Project Report.
o The DM Contractor shall obtain the COR’s written approval before developing any activity.
3. Provide supporting analysis for the recommendation on the activity in a final report (“Final
Report”) that analyzes all the relevant issues, including risks and barriers to implementation of the project.
4. In addition, the DM Contractor shall assess the potential of the relevant market sector in the host country for U.S. suppliers of goods and services in the Project Report, as well as foreign competition within the sector.
The purpose of the Final Report is to:
1. Provide a high-level overview and summary of the up to five (5) fully developed projects and up to nine (9) initial projects reviewed for USTDA’s funding consideration.
2. Assess and provide a recommendation on whether USTDA should provide funding for the proposed feasibility study(ies), technical assistance, pilot project(s), or other activity(ies), hereinafter referred to as “activity(ies)”;
o If the DM Contractor is having difficulty meeting this requirement, the DM
Contractor must discuss the findings of the mission with the Contracting Officer’s
Representative (COR) in advance of writing the draft Final Report.
o The DM Contractor shall obtain the COR’s written approval before developing any activity.
3. Provide supporting analysis for the recommendation on the activity/activities in a Final
Report that analyzes all the relevant issues;
4. In addition, the DM Contractor shall assess the potential of the relevant market sector in the host country for U.S. suppliers of goods and services in the Final Report.
5. The DM Contractor shall include the individual Preliminary Assessments, Project Reports, Sector Market Report, and any presentation materials presented at the USTDA brownbag presentation as annexes in the Final Report.
The DM Contractor will not be paid for reports that are not approved or completed.

e) Involve U.S. companies that are facing market entry problems and/or strong competition from foreign companies which often receive subsidies and other support from their governments.
To execute this requirement, the DM Contractor shall:

(10) Preparation of a Final Report.
For each of the five (5) activities to be recommended to USTDA, the DM Contractor shall develop a stand-alone Project Report. The requirements for the Project Reports are further detailed in section D.1.7, Reports.
D.1.4. CLIMATE RESILIENCE SCREENING
Per Executive Order (EO) 13677, USTDA is required to consider climate resilience in its international development work. The Agency has determined that in order to be compliant with the
EO, climate resilience screenings must be conducted at the project scoping stage for all feasibility studies (FS) and technical assistance (TA) activities. Accordingly, the DM Contractor shall conduct a climate resilience screening utilizing the guidance provided in Attachment VII.
D.1.5. PROJECT PROFILE
The MENA healthcare sector presents a significant number of opportunities for U.S.
companies to contribute to building and upgrading health infrastructure, organizing trainings for healthcare professionals, implementing health information technology initiatives, and supporting market access and export opportunities for U.S. pharmaceutical, medical device, and medical equipment companies. While some countries in the MENA region have improved healthcare delivery over the last decade, parts of the region still experience significant rates of communicable diseases, while lifestyle changes have fueled a rise in non-communicable diseases
(NCDs), including cardiovascular and respiratory illnesses, substance abuse-related diseases, and cancer. An influx of refugees in certain countries, including Lebanon and Jordan, have also placed an increased burden on healthcare infrastructure, specifically with respect to infectious disease and maternal and child healthcare. Rapidly growing populations throughout the MENA region and a rise in the average life expectancy resulting in a growing elderly population have placed additional burdens on healthcare access.
A number of international donor and finance organizations have funded initiatives and projects in the region over the last few years, a trend expected to continue, especially in the wake of the COVID-19 pandemic. For example, the OPEC Fund for International Development has actively supported a number of projects in the MENA region, including the development of greenfield general hospitals in Alexandria, Egypt, and Casablanca, Morocco. These projects were supported by a US$125 million structured finance vehicle led by the International Finance
Corporation (IFC) and additional contributions from the European Bank for Reconstruction and
Development (EBRD) and other development banks.
U.S. firms are active in the MENA region across many different subsectors in the healthcare sector, and have shown interest in leveraging USTDA’s expertise and tools in developing projects for investment or contributing to regulatory changes and requests for support, particularly in the pharmaceutical, medical devices, and hospital development subsectors. The elevation of healthcare to a priority sector at USTDA has increased interest on the part of U.S. companies in pursuing activities with USTDA in this sector in the MENA region.
Project sub-sectors in which projects may be considered include:
o Healthcare Information Technology o Medical Infrastructure o Medical Devices
Project Title: MENA-EE Healthcare Opportunities DM o Pharmaceuticals

To the extent that the work under this contract requires that the contractor be given access to confidential information or proprietary data from the Government or other companies, the DM Contractor agrees to treat such information and data as confidential and to use the information only for the contemplated purpose. After signing the Non-Disclosure Agreement, the DM Contractor shall contact USTDA’s COR to schedule a meeting or call to discuss details of the Contract assignment.
The COR shall provide the DM Contractor with names and addresses of the potential project sponsor(s), other pertinent entities to contact in the United States and overseas, and any other relevant details or proposals that may impact the design and/or evaluation of the proposed activity(ies).
After reviewing these materials, contact the assigned COR to discuss initial observations and raise any…
