Q.2. Would you like CVs to be submitted with the proposal?

• Is there a page limit for CVs?

• Is there a standard format that you would like CVs to be standardized to?

A.2. Please limit the CVs to three (3) pages. No specific format is required.

Q.3. What is the scope of these assessments?

A.3. The scope of the preliminary assessments is found in section D.1.7.1.

The MENA region is referred to include the countries of Algeria, Bahrain, Egypt, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, and Yemen. It is our understanding that the U.S. has Free Trade Agreements with Bahrain, Israel, Jordan, Morocco, and Oman. The US Trade and Investment Framework includes Algeria, Bahrain, Egypt, Iraq, Kuwait, Lebanon, Libya, Oman, Qatar, Saudi Arabia, Tunisia, UAE, Yemen. Which countries does the USTDA wish to include in the Market Sector Report?

A.5. The Market Sector Report should include a high-level overview of the MENA region, an overview of MENA absent the Gulf Countries, and a more detailed report on Algeria, Egypt, and Jordan.

Q.6. In D.1.5 Project Profile, Project sub-sectors in which projects may be considered include:

• Healthcare Information Technology

• Medical Infrastructure

• Medical Devices

• Pharmaceuticals

These are very general and broad subsectors. Is it the intent of the Market Sector Report, to refine these sub-sectors, based upon a detailed market need analysis and assessment of how COVID-19 has impacted these sub-sectors?

A.6. The Market Report should address the sub-sectors based on market need in the region and in specific countries. Impacts of COVID-19 on project priorities should be addressed.

Q.7. For clarification purposes, it is our understanding that completion of the Market Sector Report precedes doing any Preliminary Analyses. Is this correct or does this happen simultaneously with review of some Preliminary Analyses, if the USTDA has projects for initial review?

A.7. The Market Sector Report should be undertaken at the beginning of the DM and will take place in tandem with identification of potential projects.

Q.8. Does the USTDA have a time framework or an estimated date for completion of the Market Sector Report deliverable?

A.8. The estimated date of completion for the Market Sector Report is within 90 days of the initial discussion with the COR/ACOR.

Q.9. When does the USDTA plan on making the Project Award, and generally what are the expectations for completion dates for the entire DM?

A.9. USTDA anticipates an award decision within 7 to 14 days after the close date. However, based upon the number of proposals received for evaluation, the timeframe maybe more or fewer days. The period of performance of the resulting contract can be found in Section D.1.13.
