Preparation Work for WindTracer LiDAR Installation Combined Synopsis/Solicitation #6913G622Q300003

Statement of Work

Introduction/Background

The John A. Volpe National Transportation System Center (Volpe), in support of FAA and its NextGen project, operates four units of the Lockheed Martin WindTracer Light Detection And Ranging (LiDAR). As part of the ongoing Research and Development for FAA's NextGen project, one of these LiDARs will need to be deployed in Burlingame, CA to capture wake vortices from aircraft landing on Runway 28s at San Francisco International Airport (SFO). In preparation for this, power will need to be provided to the test site. See SFO Power Figures v1 for maps and images of the site.

Scope of Work

The LiDAR will require 220V and 100A of service for operation. The closest access point to the electrical gird is through Pacific Gas & Electric (PG&E), the local utility provider. There is a transformer 310 feet from the new breaker installation point. The contractor shall obtain all the necessary permits and provide all labor and material for this work, including any subcontractors they might need for this project

Work Requirement

CLIN 00100: WindTracer Power Run

A. Site Preparation / Permitting

The contractor shall obtain all the required permits for working on the property and connecting to PG&E power grid. The contractor is responsible for contacting Dig Safe prior to work.

B. Trenching / Conduit

A trench for cable conduit will be needed, 24-inch inches deep, between the transformer and the required location. The approximately 310 foot trench must be dug by hand due to existing infrastructure in the ground. This will require heavy machinery to break through the concrete.

C. Electrical Infrastructure Installation

Install one new 100 amp, 120/240 volt single phase pedestal style meter main near existing PG&E underground splice box. Install approximately 300 feet of metal conduit and wire and terminate in one 50 amp outdoor receptacle with a disconnect switch to the identified location. A 30 Amp and 20 Amp breaker should be installed in the outdoor receptacle. Due to the length of the power run, step-up and step-down transformers are required. The component specifications of the requirements are at the discretion of the contractor and shall be compliant with local electrical codes.

D. Site Restoration / Final Inspection

The trench needs to be back filled with native soil and base rock and new asphalt installed.

The contractor should conduct final walk through with inspectors to close out permits.

All bids should include electrical license number.

Period of Performance

The period of performance shall be date of award through November 30, 2021.

Place of Performance

The location (more explicitly shown in the attached drawings/photographs) will be an empty parking lot across from:

411 Airport Blvd

Burlingame, CA 94010

Inspection and Acceptance

The contractor shall schedule a final walk‐through inspection of the site with the Volpe TPOC upon completion of the site at the installation site. The contractor shall certify in writing via an email to the Volpe TPOC that the site is complete, meets all contract requirements, and is safe for use and attach any permitting documentation no more than 1 business days after the final inspection.
