REQUIREMENTS:
The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) has developed a novel procedure for the design of structural members (beams, columns, etc.) subjected to direction-dependent wind loads. The procedure incorporates EL’s Database-Assisted Design (DAD) approach into the widely used ETABS (Analysis and Design of Building Systems) software. ETABS is an engineering software product for multi-story building analysis and design. Incorporating DAD into ETABS resulted in a powerful software package enabling DAD’s unique safety and economy features to be part of general structural design practice, while also incorporating the desirable ETABS features required by the structural engineering community.
The DAD_ETABS software needs to be adapted from the points of view of confidence in its output, ease of use, and applicability to a wide variety of types of high-rise structural systems subjected to wind loads, under the concept of performance-based design (PBD). Extensive practical structural engineering office experience is a prerequisite for achieving the objectives of the work described herein.
The purpose of this acquisition is to procure contractor support services with a view to adapting structural design procedures that use the DAD_ETABS software so that they are consistent with the specific needs of structural design practitioners, thus assuring the widespread, nationwide application by structural design offices of concepts and methods developed to date by NIST and academic research. The requisite services will pertain to steel as well as to reinforced concrete (RC) high-rise buildings with regular and irregular shapes.
Please see Attachment I- Statement of Work for all details on the required services.

QUOTATION EVALUATION:
Addendum to FAR 52.212-2- Evaluation- Commercial Items:
The Government reserves the right to make an award without discussions based solely upon initial quotations. Therefore, offerors should ensure that their initial quotation constitutes their best offer in terms of both price and the technical solution being proposed.
Basis of Award
Evaluation Factors
The Government intends to use a price/non-price trade process to award a firm-fixed price purchase order from this solicitation to the responsible Offeror whose quotation represents the best value to the
Government. The Government reserves the right to make an award to other than the lowest cost/priced Offeror or to the Offeror with the highest technical rating if the Contracting Officer determines that doing so would result in the best value to the Government. The Contracting Officer intends to award without discussions, but reserves the right to initiate discussions, if necessary.
Quotations that are unrealistic in terms of technical or schedule commitments, or unrealistically high or low in terms of price, may be deemed to be reflective of an inherent lack of technical competence, or indicative of a failure to comprehend the complexity and risks of the proposed work and may be grounds for rejection of the quotation as being technically unacceptable. Failure to provide the information required to evaluate a quotation could result in rejection of the quotation as being technically unacceptable.
Each quotation will be evaluated using the trade-off method against the evaluation factors listed below.
An Offeror’s failure to address any factor may be considered indicative of the Offeror’s lack of understanding of the Government’s requirements and may result in the quotation being determined unacceptable.
Factor A – Technical Understanding/Approach Factor B – Experience Factor C – Price
The following evaluation factors will be used. Factors A & B are considered equal in importance. In determining best value, all non-price factors, when combined, shall be more important than price.
However, should technical competence between Offerors be considered approximately the same, Factor C (Price) could become the primary factor for award.
Factor A – Technical Understanding/Approach: The Government will evaluate the Offeror’s overall technical understanding of the Government’s Statement of Work; the soundness and feasibility of the proposed technical approach to fulfill the requirements of the Statement of Work; and the extent to which the Offeror has demonstrated the technical expertise and ability to perform the requirements of the Statement of Work.
Factor B – Experience: The Government will evaluate the Offeror’s relevant previous experience, either as a prime Contractor or as a subcontractor, in performing work on similarly scoped contract/orders completed or substantially completed within the past five years by Federal Governmental entities as stated in the Statement of Work. An Offeror without a history of relevant experience may receive a lower rating for the experience evaluation factor.
Factor C – Price: The Government will evaluate the Offeror’s proposed pricing information to determine the extent to which the pricing if fair and reasonable. Proposed pricing must be entirely compatible/consistent with the technical quotation.
All offerors shall provide a quotation for the following line items:
