About this file
This statement of work describes a federal contract opportunity to develop advanced design procedures for the DAD_ETABS structural analysis software. The National Institute of Standards and Technology seeks to adapt the software's procedures to make them more practical for engineering design and compatible with performance-based design concepts.
Over a potential four-year period, the contractor will perform tasks such as developing design procedures for steel and reinforced concrete buildings, implementing the procedures in DAD_ETABS, designing example buildings, and establishing performance-based design scenarios. The base requirements include procedures for regular and irregular structures, while optional tasks provide for nonlinear performance-based design and additional example designs. The contractor must have expertise in structural engineering and office experience, and will receive the DAD_ETABS software from NIST.

STATEMENT OF WORK
Development of advanced design procedures in DAD_ETABS software for practical engineering design and adaptability to performance-based design concepts
BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) has developed a novel procedure for the design of structural members (beams, columns, etc.) subjected to direction-dependent wind loads. The procedure incorporates EL’s Database-Assisted Design (DAD) approach into the widely used ETABS (Analysis and Design of Building Systems) software. ETABS is an engineering software product for multi-story building analysis and design. Incorporating DAD into ETABS resulted in a powerful software package enabling DAD’s unique safety and economy features to be part of general structural design practice, while also incorporating the desirable ETABS features required by the structural engineering community.
The DAD_ETABS software needs to be adapted from the points of view of confidence in its output, ease of use, and applicability to a wide variety of types of high-rise structural systems subjected to wind loads, under the concept of performance-based design (PBD). Extensive practical structural engineering office experience is a prerequisite for achieving the objectives of the work described herein.
PURPOSE
The purpose of this acquisition is to procure contractor support services with a view to adapting structural design procedures that use the DAD_ETABS software so that they are consistent with the specific needs of structural design practitioners, thus assuring the widespread, nationwide application by structural design offices of concepts and methods developed to date by NIST and academic research. The requisite services will pertain to steel as well as to reinforced concrete (RC) high-rise buildings with regular and irregular shapes.
SCOPE OF WORK – General Task Requirements
The Contractor shall provide all support for project oversight, administration, and technical execution of this purchase order. The Contractor is responsible for maintaining accurate records of project activities.
These tasks include development and implementation of design procedures for high-rise steel buildings (Task 1, CLIN 0001) and RC shear wall buildings (Task 2, CLIN 0001), with a regular shape in DAD_ETAB software based on recommendations reported from the service contract (No.
1333ND21PNB730467), upgrade the DAD_ETABS design procedure for designing a building with irregular shape (Task 3, CLIN 0001), and development of practical PBD procedures for DAD_ETABS (Task 4, CLIN 0001). In addition to these base tasks, this Statement of Work includes several optional tasks that may be exercised at the sole discretion of the Government, either at the time of award or any time prior to the expiration date of the base period of performance. These optional tasks include implementation of a DAD_ETABS design procedure for non-linear PBD and design examples of buildings based on structural performance scenarios. Information on the detail of buildings for design will be furnished to the Contractor by the NIST Contracting Officer’s Representative (COR) after award of the contract.
SPECIFIC TASKS
The contractor shall perform the specific tasks as detailed throughout this section.
1. Base Requirements and Tasks (CLIN 0001)
The Contractor shall complete the following tasks:

The Contractor shall provide guidance and advice on implementation of the software performed by NIST. The Contractor shall perform design of a high-rise building using the developed DAD_ETABS software.
Task 1.1. Plan a detailed practical design procedure for a steel building
Based on the DAD design procedures developed by NIST, the Contractor shall identify difficulties in practical use of the procedures for design of a steel building by structural design practitioners and propose a plan for upgrading the procedure to satisfy specific needs for use in practical design.
Task 1.2 Provide technical advice and guidance on implementation of design procedure modules
The Contractor shall provide technical advice and guidance on the implementation of the upgraded design procedure (Task 1.1) via regular (i.e. bi-weekly) virtual meetings. The duration of each virtual meeting is expected to be no more than two (2) hours in length. The Contractor shall submit meeting notes/minutes to the COR/TPOC, via e-mail, at the conclusion of each meeting.
Task 1.3 Perform an example design of a steel building with a “regular” shape using the upgraded DAD_ETABS software and report on the updated design procedure and the design example
The Contractor shall employ the upgraded DAD_ETABS software for design of steel buildings to perform design of a steel building with a “regular” shape. The regular shaped building shall be a prismatic one with a rectangular floor plan and its geometric center in each floor shall be consistent with its mass center. The building shall be designed for gravity and wind loads. The gravity loads and, for each of 36 wind directions, the wind pressures at multiple ports on the building facades and the samples of mean wind speeds at the top of the building, will be provided by the NIST TPOC to the Contractor. The geometry of the buildings will also be specified by the TPOC. Performance limit states for strength, inter-story drift and floor accelerations will be specified as well. Elastic material behavior shall be used throughout at structural analysis/design. The Contractor shall send to the NIST COR/TPOC a report on the updated DAD_ETABS procedure for design of steel buildings and the design example of a steel building.
