Architectural Engineering Support Services Solicitation CSOSA-14-R-0035 Court Services and Offender Supervision Agency
1 INTRODUCTION
The Court Services and Offender Supervision Agency (CSOSA) has a need for space planning, architectural, engineering and general furniture, fixture and finishes (FFE) planning support. There will be multiple tasks with unique statement of work(s) identified herein. The contractor shall furnish all necessary personnel, material, equipment, services and facilities for miscellaneous architectural and professional engineering services and planning services for each CSOSA task individually awarded.
To be eligible for an award, offerors must be located within the Washington D.C. Metropolitan commuting area, attend a mandatory on-site visit, and be on the General Services Administration (GSA) 871 Schedule - Professional Engineering Services at time of award.
2 CONTRACT TYPE
This is a firm fixed price (FFP) labor hour (LH) single or multiple award(s) for professional services. Services shall be in accordance with the Statement of Work – Individual Tasks. The Government estimates, but does not guarantee, that the volume of purchases is estimated to be $100,000 per year or more.
3 PERIOD OF PERFORMANCE
The period of performance for each individual Task award shall be identified in each individual Task award.
4 EXTENT OF OBLIGATION
Obligation of funds will occur through individual task award(s). The Contractor may invoice for costs under the assigned task award only as defined within the scope. No other costs are authorized without the express written consent of the Contracting Officer (CO).

6 BACKGROUND
CSOSA is an independent, executive branch Federal Agency, established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997. The Act effectuated the reorganization and transition of functions relating to pretrial services, parole, adult probation and offender supervision in the District of Columbia to a Federal arena. The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community.
Currently CSOSA Headquarters (HQs) functions are housed in 3 buildings: 633 Indiana Avenue, NW; 601 Indiana Avenue, NW; and 655 15th Street; NW and various field sites in the Northeast, Southeast, Northwest and Southwest sectors of the District of Columbia. The focus within the Fiscal Year (FY) 14 and FY15 planning effort will be the relocation of one HQs component - 655 – 15th Street (11,000 Rentable Square Feet (RSF)) to an already identified location by December 2014. (3) Field sites along with some internal shifting within the HQs divisions: 25 K Street, NE, 1418 Good Hope Road, 300 Indiana Avenue are the key sites where future procurements of space will be identified through collaborations with the General Services Administration (GSA). A separate field site, 800 North Capitol Street, NW, has lease renewal funds, and may require modifications to accommodate a consolidated space management solution.
7 MANDATORY SITE VISIT
In order to submit an offer, a mandatory site visit must be made. Only two (2) persons may attend from each offeror and the names of attendees, email address, and phone number of those to attend must be provided by email to Lawrence.toperoff@csosa copy to maile.parker@csosa.gov no later than Wednesday, May 14, 2014 by 3:00 pm Eastern Daylight Time. The date and time of the mandatory site visit will occur on Monday, May 19, 2014 at 9:00 am Eastern Daylight Time and transportation will be provided from CSOSA Headquarters building at 633 Indiana Avenue, NW, Washington, DC 20004.
8 DOCUMENT REVIEW
If an offeror desires to review any documents described in this solicitation in order to prepare their response by the date and time of closing a request for viewing and reviewing the documents must occur within the first five (5) days of solicitation release. Requests must be forwarded to Ms. Susan Nelson at e-mail susan.nelson@csosa.gov, copy Lawrence.toperoff@csosa.gov and maile.parker@csosa.gov. The hours for viewing documents are Tuesday through Thursday from 9:30 am to 3:30 pm, Eastern Daylight Time at 633 Indiana Avenue, N.W., 7th Floor, Washington, D.C. 20004. No copies or photographs of the documents may be made while viewing but notes may be taken.
TASK A: PRE-DESIGN REVISED SPACE STANDARDS
Location: The Contractor will perform the work in an established temporary location to be determined (TBD).
I. OVERVIEW
The contractor shall interview the Government representatives to access the assumed requirement for furnishings in a said space. “Furnishings” is also defined as miscellaneous audiovisual support accessories and non-Office of Technology equipment to support meeting rooms, pantries, and program support spaces. The interview topics shall include functions (eg. storage, privacy, equipment, and reference files), flexibility, adaptability, aesthetics, durability, security, and sustainability. All reviews will keep in line with the concept of the Government reducing the agency footprint to meet reduced space allocations per Program of Requirements (POR). Based on the interview(s), the contractor shall make recommendations identifying manufacture showrooms or value added resellers to visit that have furnishings that meet the Government’s needs. The showroom visits shall be used to inspect the manufacturers’ product lines and learn about product, features and capabilities.
The contractor will revise the Government’s existing Space Standards to new approved layout.
The contractor will develop market research & performance standards/selection criteria for furniture procurement.
Prior to procurement implementation, Federal Acquisition Regulation (FAR) 8.601 market research must be completed. Specifically, subpart (a) (1) requires that agencies (i.e. customer) do market research before making the decision to use General Services Administration (GSA) Multiple Award Schedule (MAS) program. The customer agency contracting officer must make a unilateral written determination that furniture items from Federal Prison Industries (FPI) (also known as (aka) Unicor) are or are not comparable in terms of price, quality and time of delivery to the commercial item(s) being sought in order to use the GSA MAS program. If FPI is not utilized; supporting documentation justifying the rational must be approved by the agency’s contracting officer.

III. DELIVERABLES:
FURNITURE
Design Development:
1) Develop revised three (3) Space Standards in CSOSAs existing AutoCAD version (v) 2013, floor plans/Specifications, along with new 3D illustrations of “Community Supervision Assistant (CSA), Community Supervision Officer (CSO), & Supervisory Community Supervision Officer (SCSO)” station/office-type, to meet reduced space allocations per POR.
2) Present a document with sustainability and innovation plan to support Leadership in Energy and Environmental Design - Commercial Interiors (LEED-CI) Certification.
3) Develop a feasibility study and rough order of magnitude cost estimate for implementation of the cost affiliated with the re-use or purchase of new FFE for each standard/office type.
4) The contractor will present Market Research for three (3) furniture vendor options, not including Unicor/Javits Wagnor O’Day Act (JWOD) new furniture options to meet all-new design approaches for the three (3) Space Standards, along with Performance Specifications which meet the design objectives
5) The contractor will prepare a presentation board summarizing the recommended product types and options that will meet the Government requirements. The presentation will include AutoCAD floor plans, with 3-D illustrations, documents and photographs showing the furniture styles that comply with the interior space design. Include one formal presentation of completed product to management, with two sets of revisions and one follow-up presentation.
IV. INNOVATION:
Requirements indicated are not intended to limit innovative service delivery of the contract support. The Government will consider variations from this Statement of Work (SOW) within reason, and the proposed change is within the schedule and budget limitations, meets the objective for the project, and results in an improved outcome. The Government must approve all proposed changes in the SOW.
V. COTR/COR:
The Contracting Officer’s Representative (COR) and Alternate Contracting Officer’s Representative (ACOR) is a member of the Office of Administration (OA) - Office of Facilities within CSOSA. The designated COR and ACOR will be appointed in writing after award.
TASK B: PROTOTYPE & TEST-FIT
Location: The Contractor will perform the work in an established temporary location to be determined (TBD)
1. OVERVIEW:
Planning and design support is needed to further develop new CSOSA street space standards test-fit layouts layout to open discussion of prototype options for upcoming field units. The test fit is planned to study the existing 800 North Capitol Street, N.W., second floor layout. The schematic test fit layouts should reduce individual office/work by 25 percent through a variety of options: telework/shared work areas (development of realistic formula for the number of staff workstations); smaller assigned workstations; offender supervision held in interview room and staff workstations open and unassigned; or another design option.
1. OBJECTIVES:
In anticipation of a GSA identified space to house 3 field sites, design and space planning for new CSOSA office prototype is needed. The design team should creatively solve for future field sites the following ongoing concerns: CSOSA staff safety while providing individual supervision; client and staff confidentiality; space reduction mandate; budget concerns; sustainability, and LEED-CI. In order to test the new space standards in advance of GSA new leased location, CSOSA will use the 800 North Capitol Street, N.W., which has the same on-going design concerns as future sites.

IV. DELIVERABLES
The contractor shall furnish all labor, management, supervision, tools, materials, and equipment to:
1. Develop three (3) schematic plans using new space standards which incorporate CSOSA workflow and highlights new procedures in Revit or AutoCAD v 2013 (3-D presentations);
1. Prepare Rough Order of Magnitude (ROM) cost estimate for each schematic layout; and
1. Incorporate management feedback into a final layout from which Design Intent Drawing (DID) can be developed (test-fits for future site at existing site so that efforts can be utilized).
V. INNOVATION:

The Government will consider variations from this Statement of Work (SOW) within reason, and the proposed change is within schedule and budget limitations, meets the objective for the project, and results in an improved outcome. TASK C – Space Planning

I. OVERVIEW:
25K Street, N.E.: The project involves approximately 32,400 Rentable Square Feet (RSF)) of space, or 28,000 Usable Square Feet (USF). The space will house 103 persons (employees, contractors etc.). Special use spaces are included and defined within the already organized Program of Requirements (POR) created by the Agency.
1418 Good Hope Road, S.E.: The project involves approximately 21,000 RSF of space, or 28,000 USF. The space will house 45 persons (employees, contractors etc.). Special use spaces are included and defined within the already organized POR created by the Agency.
300 Indiana Avenue, N.W.: The project involves approximately 72,000 RSF of space, or 61,000 USF. The space will house 153 persons (employees, contractors etc.). Special use spaces are included and defined within the already organized POR created by the Agency.
II. OBJECTIVES:
Once Key Personnel are identified for the task, key documents will be routed for review to be completed no later than 5 days and use to begin the study. The Agency envisions that an organized tour of CSOSA sites will be required to have a general knowledge of the functional operational flow of the Agency. The detailed Program of Requirements (POR) and Computer Aided Design and Drafting (CADD) formatted floor plans for each Community Supervision Services (CSS) operation will be sent electronically (PDF and AutoCAD v. 2013 dwg) file in order to have the task accurately portrayed. Additional information and priorities to be established in mutually agreed upon (date/time) identified as task specific kick-off meetings.

1. Review Government POR, tour existing space; interview key program staff, and review provided documents to establish a planning program to conduct space planning activities.
2. The contractor will survey existing lease space and develop a summary/inventory of existing furniture to develop recommendations of which product should be reused in the new space.
3. Develop a Schematic Layout of the CSS Departments/Offices for the office site replacement site planning effort.
4. Feasibility study and Rough Order of Magnitude (ROM) cost estimate for implementation of the cost affiliated with the re-use or purchase of new furnishings; and equipment.
VI. COTR/COR:
The Contracting Officer’s Representative (COR) and Alternate Contracting Officer’s Representative (ACOR) is a member of the Office of Administration (OA) - Office of Facilities within CSOSA. The designated COR and ACOR will be appointed in writing after award.
TASK D – Project Management

I. OVERVIEW:
Project Management support is needed to coordinate the many aspects of the CSOSA 25 K Street, N.E., and replacement facility project. Currently, the 25 K Street, N.E., building houses 103 staff and a variety of mission programs. CSOSA will occupy approximately 32,400 rentable square feet (RSF) of commercially lease space through an Occupancy Agreement (OA) with the General Services Administration (GSA). GSA will assign a Project Manager (PM) for the build-out to act as a liaison between the lessor’s contractors (A/E firm and construction General Contractor (GC)) and CSOSA/GSA Tenant Agency. However, CSOSA requires PM support to provide oversight of the planning, design, and construction of the replacement facility once identified by GSA.
II. OBJECTIVES:
In preparation of a GSA identified space the PM with assist the Office of Administration, Office Facilities Management staff in coordination and planning efforts. Once design and construction commences, PM will assist the agency in monitoring and controlling task(s) executed by GSA, CSOSA task, the Building owner’s contractors and representative(s) with following the establish chain of communications for corrections, if needed. To ensure that all mission critical programmatic objectives are met, the Agency envisions that an organized tour of CSOSA sites will be required to have a general knowledge of the functional operational flow of the agency. The detailed Program of Requirements (POR) and Computer Aided Design and Drafting (CADD) formatted, version 2013 or earlier, floor plans for each Community Supervision Services (CSS) operation will be sent electronically in order to have the task accurately portrayed. Additional information and priorities to be established in mutually agreed upon (date/time) identified as task specific kick-off meetings.
III. PERIOD OF PERFORMANCE
The period of performance shall be twelve (12) moths from date of award.
IV. DELIVERABLES
The contractor shall furnish all labor, management, supervision, tools, materials, and equipment to:
a. Develop a comprehensive communication plan that identifies all of the project stakeholders and means to provide timely updates;
b. Develop a comprehensive scope/project requirements document that includes a quality plan, procurement management plan, and identifies risks and needed resources (both CSOSA internal and external);
c. Develop a comprehensive project schedule in Microsoft (MS) Project v 2010 which incorporates all aspects of the project, at minimum it should contain a complete task list, task durations, and any required sequencing. The project schedule should identify a critical path and highlight any long lead items.
d. Develop and/or review for accuracy all aspects of the project budget. Commencing with the preparation of a) feasibility study; b) Rough Order of Magnitude (ROM) cost estimate; and 3) refined cost estimate. The project budget should be continuously monitored by the PM and all discrepancies brought to the attention of the Contracting Officer Representative (COR).
e. Lead the CSOSA project status meetings and attend all GSA project meetings. Maintain electronic and hard copy of a project notebook that includes all meeting minutes and discussion, corrections and clarifications to scope/project documents including schedule and budget updates.
V. INNOVATION:
Requirements indicated are not intended to limit innovative service delivery of the contract support, and the Government will consider variations from this Statement of Work (SOW) within reason. The proposed change is within schedule and budget limitations, meets the objective for the project, and results in an improved outcome. The Government must approve all proposed changes in the SOW.
VI. COTR/COR:
The Contracting Officer’s Representative (COR) and Alternate Contracting Officer’s Representative (ACOR) is a member of the Office of Administration (OA) - Office of Facilities within CSOSA. The designated COR and ACOR will be appointed in writing after award.
Task E - NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) REQUIREMENTS Task: Environmental Assessments for Existing Leased Sites
1. Background:
Court Services and Offender Supervisions Agency (CSOSA) leases office space throughout the District of Columbia. In order to effectively provide specialized service to its clients, CSOSA leases space in the communities in which the individuals are domiciled. These communities do not provide many commercial office space options suitable to CSOSA’s program requirements. CSOSA has therefore entered into several small triple net (NNN) agreements in order to access appropriate office space.
1. Objectives:
For purposes of this task order CSOSA is seeking services of a licensed engineer to review existing building reports and supplement with the requisite NEPA Council of Environmental Quality (CEQ) Environmental Assessment to result in:
(1) A Finding of No Significant Impact (FONSI) or
(2) Recommendation and/or preparation of (a) mitigation resulting in (i) a mitigated FONSI or (ii) further Environmental Impact Study (EIS) review as may be applicable.
The offer will demonstrate an ability to cull from and integrate the existing building history and reports provided by the designated agency technical representative into a final modified Environmental Assessment with the understanding that since these buildings have been occupied for at least 10 or more years, many of the assessment items identified in the standard or full scope Environmental Assessment will be moot or have already been mitigated.
1. Scope:
The offer is to prepare modified Environmental Assessments for all delegated lease properties that have not been subject to a review for NEPA compliance. These reports or summaries, as applicable, will be submitted by CSOSA to GSA for documentation in support of delegated leasing authority. The reports or summaries will be retained by CSOSA with the required supplemental Lease related documents. The NEPA assessments will include the following sites: 3850 South Capital SE, 4407-09/15 So Capital SW, 1418 Good Hope SE, 601 Indiana Avenue NW, 1230 Taylor NW and 25K NE. Existing building and environmental reports are available for select sites identified.

TASK F – PROJECT MANAGEMENT/ENGINEERING – MODULAR UNIT (REMOVAL & REPLACEMENT PROJECT

I. OVERVIEW:
Project Management support is needed to coordinate the many aspects of the removal and replacement of a modular unit on the lot of 3850 South Capitol Street, SE. The replacement will involve the coordination of the Williams Scotsman company for the removal of the existing model CPX-14202 and the replacement of a modular unit that may be procured from a vendor off of the General Services Administration (GSA) schedule. The coordination will include the support of the acquisition review for the replacement, zoning studies, structural coordination for the planning to support the regulatory requirements to support the modular unit on the lot. The coordination and review of zoning and regulatory requirements will involve meeting with local officials and ensuring the appropriate submission and approval of a building package to secure the modular on the 3850 South Capitol Street, S.E. lot. The current unit is 1,440 square feet and a larger unit at least 2,880 square feet (stacked unit) is requested by the CSOSA program office. That said the review by the contractor will involve the research and documentation of any zoning waivers required to secure a new modular of an increased size on the lot. It is apparent that the current rear and side yard restrictions may limit the capability of increasing the size of the unit; however research should occur to document what is required to gain approval to exceed the variances. CSOSA requires PM support to provide oversight of the planning, design, and construction of the replacement of the existing modular.
A mandatory site visit must be made. Only two (2) persons may attend from each offeror and the names of attendees, email address, and phone number of those to attend must be provided by email to Lawrence.toperoff@csosa copy to maile.parker@csosa.gov no later than Wednesday, May 14, 2014 by 3:00 pm Eastern Daylight Time. The date and time of the mandatory site visit will occur on Monday, May 19, 2014 at 9:00 am Eastern Daylight Time and transportation will be provided from CSOSA Headquarters building at 633 Indiana Avenue, NW, Washington, DC 20004.
II. OBJECTIVES:
In preparation of a replacement modular unit, the PM/Engineer will assist the Office of Administration, Office Facilities Management staff in coordination and planning efforts. Once design and construction commences, PM will assist the agency in defining whether it is beneficial to replace the existing modular unit that is on the 3850 South Capitol Street, S.E. site. The work will involve researching all regulatory and zoning requirements. If it is determined that a replacement modular can occur, the contractor will select the best fit modular unit that will fulfill the agency requirement for program growth on the 3850 South Capitol Street, S.E. lot. The coordination effort will involve documenting all communication for the planning effort as a DRAFT communique to be presented by the CSOSA Lease Acquisition Manager to the owner of the 3850 South Capitol Street, S.E. building for approvals to secure another modular on their lot. The planning will document any displacement of parking short-term and long term. The planning effort will be presented to the Contracting Officers Representative (COR) with an outline of schedule and planning for a term not to exceed 3 months. Should schedule delays ensue; careful communication and planning will be documented in advance of the delays. To ensure that all mission critical programmatic objectives are met, the Agency envisions that an organized tour of the existing lot will be required to have a general knowledge of the functional operational flow as it currently exists. The Agency will require that the person involved in this task is experienced with permit processing and is able to stamp the drawings for the modular unit replacement as a licensed engineer. The modular planning documents maintained within CSOSA and other supporting materials will be available for review post the preliminary selection of a contractor for this support. Research will further develop the requirements for the replacement of a newer unit and will have defined deliverables as noted below:

The consultant will direct CSOSA through the requirements to fulfill getting the permit passed.

SECTION C - CONTRACT CLAUSES
C.1 FSS RFQ INTRODUCTORY LANGUAGE
The terms and conditions of the contractor's FSS contract (including any contract modifications) apply to all task awards issued under the contract as a result of this RFQ. When a lower price has been established, or when the delivery terms, FOB terms have been modified by the task award, those modified terms will apply to all awards made pursuant to it and take precedence over the FSS contract. Any unique terms and conditions of a task award issued under the contract that are not a part of the applicable FSS contract will govern. In the event of an inconsistency between the terms and conditions of a task award and the Contractor's FSS terms, other than those identified above, the terms of the FSS contract will take precedence.
C.2 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (JUL 2013)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show—
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation.
