About this file
This is a Commercial Solutions Opening (CSO) issued by the Delaware Army National Guard seeking innovative commercial solutions for a mobile, modular, height-adjustable maintenance platform to support daily maintenance of the LUH-72A Lakota helicopter.
The required maintenance platform must meet specific physical and mechanical characteristics including high-strength aluminum construction with a minimum 1,000-pound distributed load capacity for two persons, non-slip work surface, corrosion-resistant finish with safety yellow powder-coated guardrails, heavy-duty 360-degree swivel casters with minimum 8-inch diameter and individual wheel brakes, and a maximum assembly weight of 1,200 pounds. Functional requirements include manual height adjustment with approximately 24 inches of vertical travel range, OSHA-compliant guardrails with quick-attach/detach cam-lock mechanisms and self-closing safety gates, rotating and extendable outriggers for stability over helicopter skids, and platform dimensions of approximately 86 to 88 inches in length and 28 inches in width with stowed dimensions not exceeding 100" L x 85" W x 99" H. The solution must comply with OSHA 29 CFR §1910 Subpart D and the Buy American Act, and must be accompanied by technical manuals and assembly instructions.
The submission process consists of four phases. Phase 1 requires solution brief submissions by August 25, 2026, including product descriptions addressing the problem statement, recommended contract line item structure, delivery lead time, supply chain vulnerabilities, preliminary pricing with warranty and FOB Destination terms, and preliminary documentation. Phase 2 involves optional negotiations by invitation based on submittals. Phase 3 culminates in evaluation and award of a fixed-price FAR-based purchase order with a target award date of August 31, 2026. Phase 4 addresses post-award sustainment and warranty administration. Evaluation factors in order of importance are technical merit regarding LUH-72A maintenance impact, company expertise and past performance, and pricing for both acquisition and life-cycle costs. Operation & Maintenance funds are available for award this fiscal year. The delivery location is DE ARNG AASF, 33 Corporate Circle, New Castle, DE 19720.

LUH-72A Aircraft Maintenance Platform
Delaware Army National Guard – Army Aviation Support Facility
1.0 Introduction and Purpose
Delaware Army National Guard (DE ARNG), Army Aviation Support Facility (AASF), seeks innovative commercial solutions for a mobile, modular, multi-person, height-adjustable maintenance platform to support daily maintenance of Light Utility Helicopter LUH-72A Lakota rotor aircraft in DE ARNG AASF hangar.
This Commercial Solutions Opening (CSO) is issued to competitively acquire one maintenance platform, that enhances safety, ergonomics, and operational efficiency for Army aviation personnel.
2.0 Problem Statement
Maintenance and supervisory technicians require safe, reliable, stable, and adaptable platforms to access various sections of the LUH-72A airframe, including the tail, engines, and rotor system.
3.0 Desired System Attributes and Capabilities
DE ARNG is interested in a commercial product with following attributes. The following list is intended to guide submissions, not restrict them. Proposed solutions might not be able to address every attribute but should address the core problem statement. Discuss trade-offs between attributes and capabilities.
Physical and Mechanical Characteristics
• Construction Material: High-strength, lightweight structural aluminum for durability and corrosion resistance.
• Working Load Capacity: Minimum distributed load of 1,000 pounds per platform. Two-persons.
• Work Surface: Non-slip, heavy-duty extruded aluminum plank.
• Finish: Corrosion-resistant aluminum structure. Guardrails and safety components powder-coated in safety yellow or equivalent.
• Mobility: Heavy-duty, 360-degree swivel casters (minimum 8" diameter), each with wheel brake and swivel lock.
• Weight: Platform assembly not to exceed 1,200 lbs.
Functional Characteristics
• Height Adjustment: Manual adjustment via integrated jacking or equivalent system, vertical travel range of approximately 24 inches.
• Guardrail System: OSHA-compliant guardrails with quick-attach/detach cam-lock or equivalent mechanism. Self-closing safety gate.
• Stability: Rotating and extendable outriggers for stability, especially over helicopter skids or ground-level obstructions.
• Configuration: Split-rail or adaptable forward guardrail for tail clearance.
• Platform Dimensions: Approximate 86 to 88-inch length, 28-inch width, stowed dimensions not to exceed 100” (L) x 85" (W) x 99" (H).
Additional Features
• Modular design for adaptability.
• Camlock quick-attach railing, self-closing safety gate, rotating outriggers, split front rail for tail clearance.
• Ergonomic suitability for LUH-72A aircraft.
Compliance
• Safety Standards: Must comply with OSHA 29 CFR §1910 Subpart D, "Walking-Working Surfaces."
• Buy American Act

Interested parties must submit a clear and concise description of their solution. The submittal should include:
• Description of the proposed product(s) and technical merits, including a discussion of how the solution addresses the [2.0] Problem Statement and [3.0] Desired System Attributes and Capabilities.
• Recommended firm fixed price contract line item structure for the Government to procure the solution.
• Delivery lead time and supply chain vulnerabilities.
• Preliminary pricing, warranty, FOB Destination (included in basic price or separate pre-priced firm fixed).
Delivery, inspection, and acceptance at DE ARNG AASF, 33 Corporate Circle, New Castle DE 19720.
• Preliminary list of operation, maintenance, installation, and training data you provide with your solution.
Phase 2. Negotiation (By Invitation)
Based on a review of submittals, the Government may invite one vendor, multiple vendors, or no vendors for negotiation. Negotiations may be conducted during the submission acceptance period.
