Summary
This is a Request for Information (RFI) issued by the Mississippi Department of Human Services (MDHS) to conduct market research and identify external organizations qualified to partner in the statewide delivery of the ProFathering15 curriculum. The RFI (No. 3150006991) was issued on September 18, 2026, with responses due by October 19, 2026, at 2:00 PM Central Time. ProFathering15 is a virtual fatherhood program comprising fifteen essential topics designed to strengthen family dynamics by providing fathers with information on co-parenting, emotional management, financial planning, child development, and related subjects. Participants must complete all fifteen topics plus evaluation and impact questions to receive a Certificate of Completion. MDHS seeks to identify father-serving organizations interested in offering the curriculum to their participants or referring participants to the Mississippi Access and Visitation Program to complete the course at no cost. The RFI process includes a question submission deadline of September 30, 2026, with anticipated answers provided by October 7, 2026. Clarification discussions may be held with respondents at MDHS's discretion, though participation is voluntary and does not constitute negotiation or commitment.
This RFI is explicitly stated as informational only and does not constitute a competitive procurement or promise of future procurement. MDHS is not seeking proposals, bids, or qualifications at this time and will not accept unsolicited submissions. Organizations must serve between 3 and 50 men aged 16-65 and should respond to a comprehensive questionnaire addressing organizational capacity, experience, target populations, prior government and nonprofit partnerships, and ability to support participant access to computers and internet. Responses may be submitted electronically or by mail or hand delivery to the MDHS office in Jackson, Mississippi. All submissions become MDHS property and will not be returned. The information gathered may or may not be used to develop a future competitive procurement, and failure to respond does not preclude participation in any subsequent solicitation.

1. Introduction
1.1 Purpose
The Mississippi Department of Human Services (MDHS) is issuing this Request for
Information (RFI) to conduct market research and identify external organizations qualified to partner with the agency in a statewide delivery of the ProFathering15 curriculum. This RFI will help MDHS better understand current market capabilities, provider interest, and best practices for delivering fatherhood-focused programming to Mississippi families.
MDHS offers services and support to Mississippians to help them achieve self-sufficiency.
Consistent with this mission, MDHS seeks to expand access to ProFathering15, a virtual program designed to strengthen the family dynamic by providing fathers with information across fifteen (15) essential fatherhood topics. These topics are structured to assist parents in areas such as co-parenting, handling emotions, and managing money. Topics covered in
ProFathering15 include the following:
• Family History
• Being a Man and Dad
• Handling Emotions
• Grief and Loss
• Your Health
• You and Mom
• Talking with Mom
• Co-Parenting
• Fathering Skills
• Child Development
• Child Discipline
• Sexuality
• Intimacy
• Work-Family Balance
• Managing Money
The program is flexible, practical, and accessible on any device, making it simple for fathers to learn at their own pace. Participants must complete all fifteen (15) topics, along with the evaluation and impact questions at the end of the program, to receive a Certificate of
Completion.
Through this RFI, MDHS aims to identify father-serving organizations, with interest in potentially offering the ProFathering15 curriculum to their participants or referring their participants to the Mississippi Access and Visitation Program to complete the course at no cost.
