About this file

This is a Scope of Works (SOW) document for fiber optic infrastructure installation services at Muñiz Air National Guard Base in Carolina, Puerto Rico.

The contractor shall engineer, install, terminate, and test new fiber optic cable infrastructure to connect a new Communications Squadron facility to key buildings across the installation. Task 1 requires installation of three 12-strand single-mode fiber optic cables serving as primary connections from Buildings 103, 12, and 14 to the new CS facility and Building 22. Task 2 mandates installation of six physically diverse redundant connections: three 12-strand cables from Buildings 3, 9, and 16 to the new CS facility, and three 72-strand backbone cables between Building 22 and the new CS facility, Building 80 and the new CS facility, and Building 80 and Building 22. All redundant paths must maintain minimum 40-foot physical separation from primary pathways and begin at the first maintenance hole outside originating buildings. Technical requirements specify single-mode cable suitable for outdoor/underground and indoor plenum-rated use, installation per TIA/EIA standards, rack-mountable patch panels with APC LC connectors, comprehensive labeling per TIA-606-C, and end-to-end testing including OTDR and power meter measurements.

Performance must be completed within 60 calendar days from award between 0730-1600 hours Monday through Friday at the Puerto Rico location. Deliverables include fully functional tested infrastructure, comprehensive test reports for every fiber strand showing insertion loss and OTDR traces, and complete as-built drawings in CAD/PDF format confirming 40-foot separation requirements, all due within specified timeframes. The contractor shall provide one-year warranty on service, installation, and components, with manufacturers providing 15-year warranties for cable with the contractor as the warranty point of contact. The contractor must furnish all personnel, labor, equipment, tools, and materials, develop a Quality Control Plan within 10 days of award, complete mandatory training certifications (AT Level 1, OPSEC, anti-trafficking), designate a Contract Manager within 3 days of award, and comply with all installation security, COMSEC, and personnel identification requirements.
