3. To protect the physical remains and the setting of Trail, all of the fencing visible from the Trail must be constructed of fiberglass posts that are colored to visually integrate into the landscape (e.g. Covert Green [18-0617 TPX]).
4. To protect the physical remains and the setting of Trail, all of the fencing visible from the Trail must be constructed using nonreflective wire that is of a dull luster and a color that will blend in with the natural vegetation growing around the Trail crossing area.
5. To protect the physical remains and the setting of Trail, the
6. temporary gate crossing the Trail must be specially designed to be small, as visually non-impacting as possible, and removable. The gate posts must be fiberglass posts that are colored to visually integrate into the landscape (e.g. Covert Green [18-0617 TPX]).
7. To protect the physical remains and the setting of Trail, the charging system for the electric fence, including any solar panels, batteries, or other necessary facilities, must be installed where it is not visible from the Trail.
8. All visible resource disturbances (ruts, dirt piles, disturbed or broken vegetation, dislodged rocks, etc.) created during fence construction will need to be properly repaired/reclaimed/removed as to be imperceptible from the Trail.

Construct stress panels between every set of in‑line strainers. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
4. For systems using three wires or less and where terrain irregularities are relatively minor and do not warrant use of one of the stress panels or pull assemblies, single wooden line posts 6‑inch minimum diameter and meeting quality described herein and on the drawings shall be installed in lieu of stress panel. On systems of four wires or more, single brace double‑sided pull assemblies shall be installed.
5. Space fiberglass posts or stays uniformly between adjacent posts so that proper wire spacing is maintained throughout the length of the fence.
B. Wire: Wire shall be tightly and uniformly stretched and shall be fitted with 4‑inch tube insulators on line posts or wrap around insulators on end posts and 20 degree turns, and securely attached to fiberglass posts with standard wire clips or round fiberglass‑resin posts with stainless‑steel clips. Wire shall be tightly stretched to a tension of approximately 250 pounds. Fencing wire, including the ground wire shall be insulated from contact with a possible conductor (including wooden posts and wire cross braces) and installed so that there is no danger of shorting the fence due to high winds or minor wire sagging. Electrical line wire (ground and live elements) connections and splices shall be accomplished by use of steel crimped sleeves the same structural strength of the wire. An alternate method of burial of the ground wire is to enclose 12‑1/2‑ga wire in insulating tube. The tube should be aimed down upon exit from the ground to avoid entry of water. An approved equal attachment method will be acceptable. Knotting of the wire for connections will not be acceptable. Electric fence taps, steel crimping sleeves or screw connectors may be used for fence electrical connections in accordance with recommended practices as defined in the National Electrical Code.
C. Energizer Assembly: Install at the location shown on the drawings and as staked on the ground. The complete functioning assembly shall meet the nominal standards of the manufacturers for electrical and physical standards. Install the energizer and battery unit as shown on the drawings. Securely fasten the solar charging array to a wooden post, and orient as recommended by the manufacturer. Assembly electrical connecting wire shall be secured to posts where practical. Drive the ground rod to leave not more than 4 inches exposed.
3.3
FIELD QUALITY CONTROL
A. Testing: The contractor will perform the required testing, recording, and distributing of the results to the CO. The contractor will furnish necessary equipment, labor, and materials to conduct the testing. Testing shall be conducted in the presence of the Contracting Officer, COR and/or PI.
B. Inspection:
1. Equipment: Provide a suitable peak‑reading dial‑type or digital type voltmeter, accurate to + 100 V, for testing the completed electric fence.
2. Voltage Check: Measure the voltage between hot and ground wires at the extreme ends of the fence. This voltage must be at least [1,500] [2,500] V. If it is not, measure the voltage at intervals of 10% of the fence length back toward the energizer. If the measured voltage recovers appreciably at some point, then look for an inadvertent ground on the fence segment between the high and low readings.
3. Grounding Rod Check: Turn off energizer and install a temporary ground on the fence hot wire approximately 300‑400 yards from the energizer location. At the energizer ground rod array, connect the peak reading voltmeter between the rod furthest from the energizer and a temporary ground rod driven at least 1 foot deep within a few feet of this rod. A noticeable voltmeter reading after the energizer is turned on indicates a need for additional ground rods at the energizer grounding array.
4. Electrical Fence System Test: Electrically test the completed energized fence and document the results. Deliver the results to the Contracting Officer. The test procedure and the completed fence system shall meet the standards and conditions recommended by the supplier/manufacturer.
