About this file
This Technical Direction Letter (TDL) outlines three critical operational support requirements for the UNC/CFC/USFK (Tri-Command) across multiple classified network domains. TDL 1 focuses on speaker diarization to automate meeting transcription, addressing challenges with capturing dynamic General Officer/Flag Officer level discussions through automated transcription and improved note-taking processes. TDL 2 addresses cross-domain automation challenges, specifically targeting the synchronization of master calendars across three network enclaves (NIPRnet, SIPRnet, and Centrix-K) with varying classification levels, seeking a solution that can immediately update information across multiple systems.
TDL 3 centers on commanders' decision-making cycle management, requiring expertise to facilitate the entire decision workflow including topic nomination, content generation, guidance assessment, meeting facilitation, and note-taking. The Tri-Command specifically notes a capability gap in providing comprehensive outcome assessments of the Commander's critical path to various leadership levels, including CODEL, STAFFDEL, COCOM Leadership, and Department of War leadership. The document references a separate Commander's Critical Path Tri-fold for additional details and suggests the need for dedicated personnel to manage this complex decision-making process effectively.

UNC/CFC/USFK (Tri-Command) Critical Path Operational support
Technical Direction Letter (TDL) 1: Speaker diarization (transcription automation) The Tri-Command operates a series of General O icer/Flag O icer level meetings to facilitate collaboration and decision making.
Business rules are established to allow for facilitators and notetakers to capture key due outs, guidance and decisions from discussions. However, notetakers face challenges with challenges to dynamic and fluid discussions happening with GO/FO participants. Typing out notes from a meetings often leads to missed queues and misrepresented themes due to the speed of the conversations.
Speaker diarization should be utilized to capture key insights and process inputs to desirable outputs for actions (due outs) to the Tri-Command Sta .
Another challenge faced is the decay to summaries for outcome of notes to the sta following conclusion of meeting (summaries/EXSUM) often more than not, summaries lack the clear context for sta to execute. Notetaking and filtering of content to make it feasible knowledge takes time.
Meetings are facilitated in an open forum/conference room with key microphones laid across the room in front of participants.
TDL 2: Cross domain automation solution Cross domain automation is a common challenge in the Dept. of War enterprise. Current cross domain solutions only allow for upstream/one-way transfer of Microsoft O ice products, NIPR to certain higher classification network such as CENTRIX-K or SIPRnet.
The Tri-Command operates in mediums with varying classifications from Unclassified to Secret, across three enclaves, NIPRnet; SIPRnet; and Centrix-K.
One process with a common enterprise challenge is sharing/synchronization of master calendars. Calendar solutions have been established across the three enclaves but the data does not synchronize live and requires a human to manipulate and input data into multiple systems due to the lack of a cross domain solution. This method is prone to data errors. The changes are often dynamic and across multiple calendars in multiple domains.
This method is time consuming and costs a significant amount of accomplish. In the ideal scenario, the Cross domain solution should be able to dissect knowledge and update a single living product across three enclaves in a immediate fashion.
Cross domain automation can be applied to any solution, whether on Microsoft 365 or independent web based solution.
TDL 3: Commanders decision making cycle facilitation and management
Expertise required to facilitate nomination, vetting, tracking, reviewing, and delivering of key information/decisions to the Commander’s Critical Path. Dedicated personnel are required to properly deliver the critical path workflow of decision making. This path includes topic nomination, generating content to present, assessing guidance, meeting facilitation, note taking, and decision making.
The Tri-Command Knowledge The Tri-Command lacks expertise to provide assessment of outcomes from Commander’s critical path, to prove return on investment to CODEL, STAFFDEL, COCOM Leadership, and DOW leadership.
