About this file

This is Addendum No. 01 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division for the Department of Agriculture. The solicitation seeks one unit of a 2025 or newer Class 8 Day Cab Tandem Axle 24-foot insulated box truck. The bid opening date and time remains July 21, 2026, at 1:30 PM EST, with the solicitation closing on the same date. This addendum addresses vendor questions and responses but does not modify the bid opening date, specifications, or other terms of the original solicitation. The addendum serves to clarify engine specifications, vehicle weight classifications, and delivery requirements for potential bidders.

Key clarifications provided in the addendum include confirmation that the State will provide Federal Excise Tax exemption documentation via IRS Form 147C or government information letter. Engine specifications were clarified to accept engines with a minimum of 8.8 liters to a maximum of 17 liters, with a minimum of 320 HP, rather than the initially referenced 15-liter requirement. The vehicle must have a gross weight capacity of a minimum of 33,000 pounds to qualify as Class 8. The critical delivery requirement stipulates that the unit must be delivered within 45 working days after receipt of order (ARO), with vendors instructed to provide trucks ready for sale rather than units requiring customization. Vendors must acknowledge receipt of all addenda by submitting the completed Addendum Acknowledgement Form with their bids to avoid disqualification. Bids should be submitted to the Department of Administration Purchasing Division in Charleston, West Virginia, with inquiries directed to Larry D McDonnell at 304-558-2063 or larry.d.mcdonnell@wv.gov.

Questions/Answers CRFQ AGR27*01 - 2025 or newer Class 8 Day Cab Tandem Axle 24ft Insulated Box

Q1: Will the State provide the required Federal Excise Tax (FET) exemption documentation for this purchase, if applicable?

A1: The State can provide out IRS 147C or government information letter documenting that we are a unit of government which is exempt from FET under 26 USC 4221 (a)(4).

Q2: I saw the bid come out for Class 8 Insulated Box and Thermo-King refrigeration unit. I wanted to clarify a couple of things, it says class 8 but the truck description describes a single rear axle minimum of 21k which would be a class 7. Also, it describes a large 15 liter engine. Is this correct?

A2: Yes, as long as the truck’s gross weight is a minimum capacity of 33,000 pounds. See specifications section 3.1.1.10 and 3.1.1.11 for further details. The engine must meet the minimum requirements as listed in specification section 3.1.1.2.

Q3: This question specifics that the engine must be a 15L engine – but then says they will also accept a 9L. Is the intention of the requirement mean that they will accept a 9L engine as long as it is a diesel engine with a minimum of 320 HP – and does not have to be a 15L engine?

A3: Yes, an engine that is a minimum of 8.8 liters to a maximum of 17 liters will be accepted. See specification section 3.1.1.2.

Q4: If the unit has to be ordered- we anticipate 150 days to delivery. Would this be acceptable?

A4: This must meet or exceed 6.1 Shipment and Delivery: The unit must be delivered within 45 working days ARO. The vendor should provide a truck that is ready to be sold.
