About this file
This Addendum No. 1, dated January 28, 2026, modifies the original contract documents for renovations to Cowan Road Elementary School in Griffin, Georgia, issued by the Griffin-Spalding County School System with PBK Architects serving as the project architect. The addendum introduces a new drawing sheet (M-401 CO Monitoring Control Diagram), clarifies unit prices and alternates related to HVAC controls, and adds Unit Price No. 14 for replacement of type APC#2 acoustical panel ceiling tiles. Key modifications include updates to specification sections addressing allowances, unit prices, and alternates, along with corrections to cross-references in the alternates forms changing multiple references from section 3.13.M to 3.13.K. The project encompasses comprehensive HVAC control system renovations including replacement of the existing Johnson Controls DDC system with Delta iNTREO controls installed by Controls Concepts, Inc., installation of water source heat pumps with new sensors and DDC controllers, replacement of energy recovery units with 100% outdoor air units, and complete replacement of the central plant controls with an LCD touch screen interface panel. A contingency allowance of $100,000 is included in the base bid for unforeseen conditions.
The specification establishes mandatory contractor qualifications requiring Delta controls as the sole manufacturer with Controls Concepts, Inc. as the exclusive installer, and mandates that the control contractor maintain a local branch office within 100 miles of the job site with 24/7 emergency service availability. The control system must comply with ASHRAE 135 standards and include comprehensive monitoring functions for emergency generator status, electric utility consumption (KW-HRS and KW-D), gas utility consumption (CCF), water consumption (gallons), and carbon monoxide detection with alarm thresholds set at 50 ppm for supervisory alerts and 200 ppm for critical alarms. Training requirements include up to 16 hours of on-site instruction for Owner's personnel, with specialized two-day seminars for 100% outdoor air unit operation conducted by factory-authorized representatives. The control contractor must provide one-year warranty covering all parts, labor, travel, and expenses, with system completion scheduled one week before substantial completion and full demonstration of operational sequences to the Owner's satisfaction.

Bid Set - Addendum No 1 2026/01/28
SECTION 230900 - INSTRUMENTATION AND CONTROL FOR HVAC
PART 1 GENERAL
1.1 SUMMARY
A. This Section includes control equipment for HVAC systems and components, including control components for equipment not supplied with factory-wired controls.
1.2 WORK INCLUDED
A. Project Scope Description: Carver Road Middle School has an existing Johnson Controls DDC control system serving the building. This DDC system shall be replaced during this project and new components shall replace existing as required to achieve the sequences specified herein. The following is an abbreviated general overview of the scope. The full scope is described throughout this specification section and on the drawings. The DDC system currently controls water source heat pumps (WSHP’s), exhaust fans, and the central plant. Under this project, all WSHP’s are being replaced. Contractor shall provide new sensors and new DDC controllers at each WSHP. New refrigerant based 100% outdoor air units are replacing existing desiccant style energy recovery units. All rooftop air conditioning units and water source heat pumps are equipped with hot gas reheat, and require a humidity sensor which currently does not exist. The existing central plant controls shall be completely removed and replaced with a new LCD touch screen mechanical room interface panel to control the new central plant (e.g., one (1) boiler, one (1) hot water pump, two (2) loop water pumps, two (2) cooling water pumps and one (1) 2-cell cooling tower with a variable frequency drive for each motor. Certain monitoring functions are being added to the control system under this contract.
B. Contractor is advised that the construction under this project will be phased. As a result, the existing DDC control system shall remain operational during the construction period so that existing equipment operational and safety controls are preserved and maintained during each phase. In other words, while construction under Phase 1 is being performed, the remaining pieces of equipment for future phases shall remain operational under the existing control system. As new equipment and controls are installed under Phase 1, these new items shall be controlled by new controls that are specified in this section. Once all new and existing to remain equipment are connected to and controlled by the new DDC control system specified herein, Contractor may completely demolish the existing control system in its entirety as specified in the Contract Documents. Contractor shall be responsible for coordinating demolition of existing controls with Owner prior to removal to ensure proposed demolition meets Owner’s functional requirements.
C. Control contractor shall provide complete control system for all heating, ventilating and air conditioning (HVAC) systems and exhaust systems including all integral and field mounted devices and control wiring. All control components shall be provided under this section of the specifications unless specifically provided elsewhere. A complete and fully operational control system shall be provided for all mechanical systems furnished under Division 23 to achieve the sequence of control specified: (1) herein (2) in other specification section or (3) as required to achieve proper operation of the equipment.
D. This system shall include all devices specified herein and shall include, but is not limited to;
main DDC panels, standalone DDC controllers, software, WSHP central plant touch screen interface panel, temperature sensors, conventional thermostats, differential pressure transmitter, humidity sensors, relays, switches, contactors, two-way isolation control ball valves at WSHPs, variable frequency drives, current sensors, carbon monoxide sensors, transformers, makeup water meter, etc.
E. All existing control functions not mentioned in this specification section shall be maintained and incorporated into the new control system.
