About this file

This Draft Statement of Work (SOW) details a Blanket Purchase Agreement (BPA) for floating crane services for the Suisun Bay Reserve Fleet (SBRF), located in Benicia, California. The primary objectives are to retrieve anchors stuck in mud (typically 15,000-25,000 lbs with up to 900 feet of chain) and perform heavy lifting operations beyond SBRF's existing crane barge capabilities. Services will support various requirements including heavy weather preparation, contingency, and recovery operations, with work to be conducted during daylight hours, Monday through Friday, excluding federal holidays.

The contractor will be responsible for providing an appropriately sized floating crane barge, necessary rigging equipment, and performing precise maneudering and lifting tasks within General Anchorage #26. The SBRF will provide personnel to receive loads and assist with crane services. The contract anticipates potential partnering or subcontracting with other crane barge or tug companies. Work will be assigned through specific Call Orders, with equipment requirements jointly determined by the contractor and SBRF. The procurement is aligned with NAICS code 237990 and may be set aside for small businesses based on market research responses due by April 2, 2025.

SBRF Floating Crane Service BPA SOW 2025 Page 1

Draft Statement of Work (SOW) US Department of Transportation

Maritime Administration (MARAD) Suisun Bay Reserve Fleet (SBRF)

Floating Crane Services March 19, 2025

1.0 General

The Suisun Bay Reserve Fleet (SBRF) is an anchorage of the National Defense Reserve Fleet (NDRF) located in Suisun Bay, California, a tidal estuary northeast of San Francisco Bay. Of the original eight fleet sites, it is one of three that is still in operation and the only site serving the U.S. West Coast.

SBRF currently hosts retention, non-retention, and reimbursable custody vessels. Retention vessels are maintained for logistics support, training use, or long-term activation. Non-retention vessels are those that the MARAD has deemed to no longer be militarily useful. Reimbursable custody vessels are non- NDRF government vessels (such as those owned by the U.S. Army, Navy, Coast Guard, or the National Oceanic and Atmospheric Administration) that are stored at each fleet site in exchange for a maintenance fee.

Ships are moored in the anchorage using a combination of a ship’s complement of stockless bower anchors and chain, and supplementary anchors and chain connected to the astern of a ship that are not part of the ship’s complement. Ships are moored in the stream, not allowed to swing at anchor with the change in tides and current, and may be moored in nests or individually.

SBRF barges are moored in nests, or singly alongside a ship or ship nest.

2.0 Objective

The objective of this BPA is to provide floating crane services to the SBRF to accomplish:

• Retrieving anchors that are stuck in the mud, including the attached anchor chain.

• Lifting anchors, chain, and other large, heavy items and pieces of equipment from a barge or ship moored in the anchorage and placing these items on another barge or ship moored in the anchorage.

The above tasks would generally be in excess of SBRF’s self-propelled crane barge’s lifting or reach capacity.

The Contractor shall furnish all labor, supervision, equipment, fuel, and transportation to provide floating crane services to support various Government requirements per Call Order. The terms “service” or “services” below may refer to any or all support functions, unless a certain service is specifically mentioned. The services are primarily intended to support heavy weather preparation, contingency, and recovery operations, but may also be required for routine harbor support services.

Contractors may partner or subcontract with other entities to provide the full range of services, such as other crane barge or tug companies.

3.0 Specific Tasks

The Contractor shall provide floating crane service to SBRF in General Anchorage #26 for the evolutions described below.

3.1. Retrieving Stuck Anchors

Periodically SBRF will require crane service to retrieve a ship anchor that is stuck in the mud and is beyond SBRF’s in-house resources (self-propelled crane barge) to recover it. Anchors used in the anchorage for ship mooring are generally in the 15,000 to 25,000 lb. range. Likely up to 10 shots (900 feet) of stud link anchor will be attached to the anchor. Anchor chain sizes range from 2-inch to 3-inch.

The contractor will deliver their crane barge to the anchorage and perform any maneuvering of the barge to the site of the stuck anchor. The contractor may be required to drag for and under-run the anchor chain in order to get down to the anchor. The contractor will then hoist and retrieve the anchor to the crane barge’s deck. After which, the anchor and chain would be passed to SBRF’s self-propelled crane barge, or to SBRF’s flat deck barge. Or else SBRF’s crane will make the lifts from the contractor’s crane barge deck and place them aboard the SBRF’s self-propelled crane barge, or to SBRF’s flat deck barge. There will also be times where SBRF has already under-run the anchor chain and can pass the chain over to the contractor’s crane barge prior to lifting the anchor.

3.2 General Above-Water Heavy and/or High Lifts

Periodically SBRF will need to move a heavy anchor, item, or piece of equipment from a barge, a ship, or from SBRF’s pier and deliver it to another barge or ship in the anchorage.

There may also be lifts required that are in excess of SBRF’s self-propelled crane barge’s reach.

The contractor will deliver their crane barge to the anchorage and perform any maneuvering of the barge to the site: alongside a barge, alongside a ship or alongside the pier. The contractor shall rig and perform the lift, then deliver it to the recipient location, whether it is another barge, ship, or to the pier.

4.0 Equipment Requirements

SBRF will provide a SOW for the task required. The contractor and SBRF will jointly review the work, preferably on-site, and determine the equipment requirements for the task. The contractor will provide and deliver the equipment to meet the needs of the task, specifically, an appropriately sized floating crane barge, spuds if required, and any special rigging equipment.
