This is a Scope of Work document prepared by the Tennessee Historical Commission for the dry stack stone wall repair and restoration project at Cragfont State Historic Site, located in Castalian Springs, Tennessee. The project involves the comprehensive repair and reconstruction of approximately 2,200 square feet (600 feet in length) of dry stack stone wall to an average height of 3.5 feet, including copestones. The work will be performed in 50-foot sections and must adhere to the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. Bidders are strongly encouraged to conduct a site visit prior to submission, with visits available on May 13th or 14th between 9:30 a.m. and 4:30 p.m. CST by contacting Sydney Loomans at 615-253-7266. By submitting a bid, respondents acknowledge responsibility for measurement accuracy and pricing completeness, and no adjustments or change orders will be permitted for incomplete initial bids or failure to conduct a site visit.

All contractors must hold either a Licensed Masonry Contractor (LMC) classification or an S-Dry Stone Wall license, with General Contractors (BC, BC-B, or BC-B(sm) classifications) permitted to bid only if they subcontract masonry work to a licensed professional for projects valued over $100,000. Additionally, contractors must possess a level three craft certification with the Dry Stone Walling Association or a Master Craftsman (level 3) certification with the Dry Stone Conservancy. The contractor is responsible for all debris removal and sourcing any additional stone required beyond salvageable original materials, with pricing for new stone materials to be included in the quote and subject to approval by the site director and program coordinator. Quality assurance checkpoints are mandated after completion of at least three 50-foot wall sections, with the site director and program coordinator required to approve progress before continuation.

1. Initial Assessment and Documentation:

• Perform a thorough evaluation of the dry stack stone wall to determine and document all existing conditions, necessary repairs, and specific restoration requirements for the sashes, frames, and associated millwork.

• Photograph the stone wall in a manner to assist with reconstruction.

- Slight changes to the original design are permitted based on stones available, trees surrounding the wall, gates, and the new request to adhere to a three and one half (3.5) foot height across the length of the wall. Significant changes are required to be brought to program coordinator and site director for approval.

4. Quality Check:

• When at least three (3) sections of fifty (50) foot wall are restored, a check in with the site director and program coordinator is required for quality assurance and design approval.
