About this file
This document is a Request for Proposals (RFP) for Cultural Resources Archaeological Survey issued by the Jackson Soil and Water Conservation District (JSWCD) in Jackson County, Oregon. The scope of work requires a professional contractor to conduct archaeological surveys across three project sites: Collier, Haugland, and Seyboldt. The project involves a comprehensive archaeological survey using standard surface-survey methods in accordance with State Historic Preservation Office (SHPO) guidelines. The contractor will perform pre-field background research, conduct surface pedestrian transects, use GPS to record site locations, and prepare detailed archaeological survey reports. The project timeline spans from October 1, 2025, to December 15, 2025, with specific deliverables including a draft report due on November 15, 2025, and a final report due on December 15, 2025.
The contract will be compensated on an hourly rate basis, with a total not-to-exceed amount of $25,000. JSWCD will reimburse the contractor for direct expenses such as mileage (at $0.70 per mile through 2025), report filing fees, and postage costs. The contractor is responsible for maintaining detailed records of days and hours worked and submitting invoices no more frequently than monthly. The ground-disturbing activities across the three project sites include irrigation pipeline installation, water control structures, land leveling, water line installation, solar panel installation, livestock handling areas, fencing, pasture management, tree and shrub planting, and pile burning. The contractor must also coordinate with tribal governments that have ancestral ties to the project area and submit required documentation to SHPO and JSWCD.

Request for Proposals: Cultural Resources
Scope of Work This Scope of Work (SOW) defines the deliverables for the selected contractor (Contractor) to provide a professional archaeological survey for 3 projects led by Jackson Soil and Water Conservation District (JSWCD) within Jackson County, Oregon. This SOW includes details of each project, including maps of the project sites and ground disturbing activities planned. JSWCD will append this SOW to a Professional Services Agreement signed by JSWCD and the selected contractor that defines the terms and conditions of the agreement.
Scope of Services
The Contractor will conduct an archaeological survey, using standard surface-survey methods, as per State Historic Preservation Office (SHPO) guidelines, of the entire “area of potential effect” (A.P.E.) of 3 project sites as defined in Project Sites & Activities below.
The Contractor will provide the following field services and methods:
• Other than <1m diameter trowel-scrapes, done as needed down to mineral soil, the survey will entail no excavation.
• Conduct pre-field background research using the SHPO Oregon Archaeological Records Remote Access (OARRA) system, historic maps, ethnographic sources, and other relevant archives.
• Identify any previously documented cultural resources and evaluate their potential eligibility for the National Register of Historic Places.
• Perform the survey using surface pedestrian transects appropriate for the terrain and resource sensitivity. Areas such as stream corridors, ridgelines, or rock overhangs should be examined with greater intensity.
• Use GPS to record all sites and isolate locations with UTM coordinates and provide maps for each.
• Ensure no artifacts are collected during the survey.
Documentation and Reporting
Following completion of fieldwork, the Contractor will prepare a standard archaeological survey report in accordance with Oregon SHPO Reporting Guidelines (2011) and submit the following:
1. Draft Report (Due 11/15/2025):
Submitted to JSWCD for review and comment. Report must include:
o Description of survey methods o Maps and photographs o GIS shapefiles (polygons, points, and linear features) compatible with ArcMap 10.5 or later. JSWCD can provide all necessary maps required for report preparation if needed.
o Site descriptions, including artifact types, densities, and features o A summary of background research and prior site documentation o A completed SHPO site form for each identified site or isolate o Cultural site updates (if revisiting known sites) with topographic maps
2. Final Report (Due 12/15/2025):
Submitted to both SHPO (via its Go-Digital process) and JSWCD. Must include:
o One digital PDF copy with all maps and graphics o Completed SHPO site and isolate forms o USGS 7.5’ topo maps with site locations o Any required buffers marked on maps (30 meters from site edge, if applicable)
3. Tribal Coordination:
The Contractor will coordinate with all tribal governments with ancestral ties to the project area. Coordination includes submitting the same materials shared with SHPO and notifying JSWCD of any tribal responses or consultation outcomes.
