About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a sole source purchase order to FiscalNote for a Congressional Quarterly (CQ) Roll Call subscription.

The National Archives and Records Administration (NARA) has an ongoing need for legislative tracking and analysis services to stay informed on bills and issues affecting the agency. CQ Roll Call is the only service that can fully meet NARA's requirements, providing a central web-based platform for accessing the necessary information. NARA intends to award a firm-fixed-price sole source purchase order to FiscalNote for a 12-month base period with four 12-month option periods, with a total estimated value of $363,482.70. The purchase order will be awarded under the authority of FAR 6.302-1, "Only One Responsible Source." A notice will be posted on SAM.gov to identify any potential sources, but NARA has determined that CQ Roll Call is the only service that can satisfy its requirements.
