About this file
This document contains the project manual for the Camp Umatilla CPQC Range Conversion project, issued by the Oregon Military Department. The project involves the conversion of an existing Combat Pistol Qualifications Course (CPQC) training range from pneumatic to electric controls, including replacing targets with new precast concrete units and installing new electrical power and data to the target emplacements. The project is located at the Umatilla Training Site in Hermiston, Oregon. Key details include a description of the site history, identification of potential unexploded ordnance and hantavirus hazards, and a summary of the work scope. Submittal, pricing, and payment procedures are also outlined. The contract requires the contractor to provide a mock-up of each target emplacement prior to procuring materials. Detailed technical specifications are provided for electrical, communications, and other related work.
The document does not provide explicit pricing terms, set asides, incumbents, or funding details. However, it does note that the work may require the contractor to provide a Munitions and Explosives of Concern (MEC) clearance work plan as an allowance item. The contractor will be responsible for all coordination with the Owner and compliance with relevant codes, regulations, and safety requirements.

SECTION 01 1000 – SUMMARY OF WORK
PART 1 GENERAL
1.1 RELATED DOCUMENTS
A. General Provisions of Contract, General and Supplementary Conditions, Drawings and Division 1 Specifications apply to this section.
B. Contract Documents shall be considered as a whole and work of this Division shown anywhere therein shall be provided under this Division.
1.2 SECTION INCLUDES
A. Description of the Site
B. Description of the Work.
C. Work by Owner.
D. Contractor's use of site and premises.
E. Specification and Drawing Coordination.
1.3 DESCRIPTION OF THE SITE
Site History:
During World War II, the Umatilla Chemical Depot (“UCD”) was one of the first Army ammunition supply depots created. From the time the UCD commenced operations in 1941 until 1951, its primary function was to receive, store, and distribute various caliber ammunition and other conventional munitions. Over the next 10 years, UCD activities were expanded to include open burning/open detonation (OB/OD) of obsolete munitions;
testing, maintenance, recycling and repackaging of munitions components; and storage and maintenance of missile and missile fuel components. In 1962, the Army began storing chemical munitions at the facility. No chemical weapons were ever used, manufactured, or tested at the UCD.
The Base Realignment and Closure (BRAC) Commission listed the facility for realignment in 1988. Subsequently, from 1990 to 1994, the facility reorganized in preparation for eventual closure, shipping all conventional ammunition and supplies to other installations. The Umatilla Chemical Agent Disposal Facility (UCDF) located
SUMMARY OF WORK 01 1000 - 3
adjacent to the northeast of the Site, was completed in 2001, and incineration of chemicals began in 2004. As of 2009, the incineration campaigns for nerve agents, sarin (GB) and S-2 (VX) were completed. UCDF completed the HD incineration campaign in October 2011.
Munitions and Explosives of Concern:
Given the history of munitions activities at the Site, there is a medium probability that Munitions and Explosives of Concern (“MEC”) & Unexploded Ordnance (“UXO”) may be encountered during this Project. If encountered Contractor shall immediately cease Work in the area and report finding to the Owner’s representative. No Work shall be allowed to commence in the area until the MEC/UXO have been rendered safe and authorization to proceed has been issued.
The Contractor may be required to provide a Work Plan (WP) to be prepared to provide details for conducting munitions and explosives of concern clearance and safety support for the Project. A MEC/UXO Work Plan Allowance shall be identified by the Contractor should such services be required.
Hantavirus Pulmonary Syndrome (HPS):
It has recently been reported (2016) that Hantavirus Pulmonary Syndrome (HPS) a rare but severe, sometimes fatal, respiratory disease in humans caused by infection with Hantavirus has been discovered at and around the Project Site. Contractor should be advised that contact with Hantavirus during the course of the Work is highly probable. Contractor shall include Hantavirus mitigation measure in Contractor’s Site Specific Safety Plans and within design and construction plans to prevent ongoing exposure during and following Site renovations. Mitigation measures shall include but not be limited to minimizing or eliminating contact with rodents and rodent habitat, including rodent bedding, urine, droppings and saliva. Additional information can be found at www.cdc.gov/hantavirus.

2.3 LABELING
A. Colored phase tape at each termination.
Color Code: BROWN – ORANGE – YELLOW
B. Machine printed label/tag on each cable to identify the respective phase and termination locations. Refer to labeling specification section.
PART 3 – EXECUTION
A. Terminate both ends of cables with loadbreak elbows.
B. Install a hot line voltage indicator at the capacitive test point on each elbow.
3.2 HI POT TESTING
A. Perform a high potential DC voltage test (hi-pot) for all segments of 15 KV cables.
This is dielectric withstand testing to determine if the cable can withstand a voltage for a required time. This test is not destructive.
B. Contractor shall wear personal protective equipment PPE when performing these tests. Per NFPA 70E Table 130.4(C)(a) the limited approach boundary for an exposed movable conductor is 10 feet. Set up barriers on both ends of the cable being tested.
C. Testing performed with all splices and elbow connectors installed.
D. Isolate the cable by disconnecting it on both ends.
15 KV CONDUCTORS 26 1002 - 3
E. Apply the positive DC voltage lead to the conductor. Connect the return lead to the concentric neutral. Connect the grounding lead to the elbow connector termination ground straps.
F. Apply DC voltage in (1) minute intervals, starting at 5 kV and step the voltage up in equal increments from 5 kV up to 45 kV. Total of (5) voltage steps at one minute each. At 45 kV observe the leakage current for 5 minutes or until (3) consecutive readings of the same value of leakage current are observed. Do not apply voltage exceeding 45 kV.
G. The leakage current should increase with each voltage increase and it should subside to a steady-state level within the one minute time interval. If there is a spike in the leakage current, or if it continues to increase without reaching a steady-state condition, a problem may be present. Reduce the quantity of connection points in the circuit and re-test.
H. There is no maximum value of leakage current specified because it will vary depending upon the quantity of fittings, elbows, etc. on the circuit being tested.
I. This test will result in a DC current leakage profile.
J. Ensure all equipment being tested has a BIL greater than the test voltage.
K. Submit results of the tests. List each cable by designating its origin and termination points.
3.3 CONDUCTOR LABELING
A. Refer to separate specification section for electrical labeling
B. Color coded phase tape at each termination point.
C. Machine typed label/tag on each phase to identify the respective phase and termination locations. At all termination points and within all pull boxes.
