About this file
This Statement of Work (SOW) details the Naval Surface Warfare Center Philadelphia Division's requirement to procure Controllable Pitch Propeller (CPP) components for multiple U.S. Navy ship classes, including DDG-51, LPD-17, and LHA-6/LHD-8. The procurement encompasses 22 specific line items consisting of CPP Hubs, Oil Distribution (OD) Boxes, and Blade Sets, each with unique National Stock Numbers for specific port and starboard configurations.
The SOW outlines comprehensive manufacturing, inspection, and documentation requirements for each component, including monthly status updates, detailed manufacturing reports, non-destructive testing, dimensional inspections, certification documentation, and specific packaging and marking protocols. The government intends to sole-source this procurement to Rolls-Royce Marine North America (RRMNA) under a Basic Ordering Agreement, citing that only RRMNA can meet the government's requirements without causing unacceptable delays or substantial cost duplication. Responses to the pre-solicitation are due by 12:00 PM on March 28, 2025, with capability statements not exceeding 10 pages.
