About this file
This document is an Emergency Purchase Extension Approval from the State of Illinois Chief Procurement Office for General Services. The Illinois Department of Corrections (DOC) is requesting a two-year extension of an existing emergency contract with Mobile Concepts, Inc. dba U.S. Mobile Kitchens to provide mobile kitchen units to support the renovation of the dietary kitchens at Stateville Correctional Center and Northern Reception Center. The initial emergency contract was awarded in December 2023 and was set to expire in September 2024. The extension will run from September 2024 through September 2026 to cover the estimated time required for the Capital Development Board to complete the kitchen renovations. Without the mobile kitchens, the facility would not be able to feed the incarcerated individuals and staff during the renovation project.
The original emergency contract was estimated at $2,109,945, and the extension is estimated at $5,020,920. Due to the highly specialized nature of the equipment, Businesses Enterprise Program (BEP) participation was not feasible. The contract has been extended once before for a term from March 2024 to September 2024. A competitive procurement is not currently in process to replace this emergency contract, as the agency would not be able to provide meals to the incarcerated individuals and staff without the mobile kitchens in place.
