About this file

This is a CPO Procurement Code Exempt Contracts Form submitted by the Department of Human Services (DHS) for January 2026, prepared by Crystal VanDiver. The report documents contracts that are exempt from the Illinois Procurement Code requirements under 30 ILCS 500/1-10(b) and the State Fair Act (20 ILCS 210/7.1). For the January 2026 reporting period, DHS reported no exempt contracts, indicating no qualifying procurement activities fell under the exemption categories during that month.

The document serves as a reference guide detailing 19 categories of procurement code exemptions and their statutory citations. These exemptions cover diverse procurement activities including purchase of care, hiring of employees, purchase of real estate, preparation for litigation, public-private agreements, trade show participation, railroad and utility contracts, newborn screening services, medical cannabis program implementation, cannabis regulation compliance, assistive technology accommodations, and artistic performances at the State Fair. The exemptions provide specific statutory references and detailed descriptions of qualifying activities, with some exemptions including particular conditions such as prior legal approval requirements, competitive process mandates, notice and publication requirements, or good faith determinations by applicable agencies. Notably, the State Fair performances exemption under 20 ILCS 210/7.1 includes a sunset provision, with the exemption repealing on July 1, 2028.
