October 20, 2022 UNICOR, Federal Prison Industries, is soliciting proposals under Request for Proposal number CT2325-23 for a commercial item, quilted lining, gold, 6" diamond pattern, width 60" useable. The quilted lining is for use in manufacturing inmate jackets and coats for sale to the Federal Bureau of Prisons. This solicitation is UNRESTRICED and will result in a three (3) year firm-fixed price Requirements type contract with one (1) base year and two (2) option years, and with an EPA clause. Please read all posted documents carefully, in order to fully understand and comply with the proposal submission requirements. The NAICS code is 314999 all other miscellaneous textile product mills..

The Trade Agreements clause (52.225-5) is applicable to this acquisition. These items can be sourced from the U.S.A. or a Trade Agreements "designated country" only. Designated countries are named and listed in the clause (included with solicitation documents).

Your Unique Entity ID (formally known as a DUNS number) must be included on the SF 1449 form. Put it in box 17a with name, address and phone. Give special attention to the proposal submission requirements on page 21 of the solicitation. It lists specific documents/forms/items that must be submitted as a part of your offer. Please include all documents or your proposal may be deemed to be non-responsive and not considered at all.

The proposals are due November 4th, 2022, 2pm CST. Use overnight delivery service such as FedEx, UPS or DHL.

Please submit one original copy of the proposal signed by an individual authorized to bind the offer. E-mail proposals will be accepted. Please send email proposals to Aaron.Mitchell2@usoj.gov. The proposal may also be sent to the address below.
