About this file

This is a Combined Synopsis/Solicitation for a commercial product procurement issued by the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base.

The 804th Test Support Squadron at Arnold Air Force Base seeks to procure nine (9) high-precision dew point hygrometers with primary multi-stage chilled mirror sensor technology to replace obsolete EdgeTech DewPrime models. The units must cover a dew/frost point range of −65 °C to +75 °C with minimum 95 °C cooling depression capability and ±0.2 °C accuracy, be standard 19-inch rack-mountable with remote-mounted sensors supporting distances up to 250 feet, and include NIST-traceable ISO/IEC 17025 calibration, FOB Destination transportation to Arnold AFB Tennessee, and minimum one-year warranty. The solicitation is issued as Request for Quote (RFQ) FA910126QB0100 under NAICS code 334513 (product service code 6660) with a 750-employee small business size standard. This is a 100% Small Business Set-Aside based on market research indicating at least two capable small businesses. The Nonmanufacturer Rule does not apply due to the requirement's value being below the Simplified Acquisition Threshold, and CMMC requirements are waived as this is a commercially available off-the-shelf (COTS) item. Award will be made on a firm-fixed-price basis to the lowest-priced, technically acceptable, responsible offeror. Quotes must be submitted electronically to Contracting Officer Mikayla Roland (mikayla.roland@us.af.mil) and Contract Specialist Alexia Wood (alexia.wood@us.af.mil) no later than 1:00 PM Central Standard Time on September 30, 2026, and must remain valid for a minimum of 60 days. Quotes require two distinct sections: Section I containing company information, SAM registration confirmation, small business certification, total firm-fixed-price including all shipping costs, delivery timeframe in weeks after receipt of order, and SOW agreement; and Section II containing product specifications and technical documentation demonstrating compliance with requirements outlined in the attached Statement of Work, with no pricing information included.

This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) subpart 12.201, as supplemented with additional information. The Government reserves the right to reject any or all offers received in response to this solicitation. Furthermore, the Government maintains the right to not make an award under this solicitation, and reserves the unilateral right to cancel this solicitation, in whole or in part, at any point prior to award if it is determined to be in the Government's best interest.

All solicitation provisions and contract clauses applicable to this procurement are incorporated and set forth in the Solicitation (FA910126QB0100). Submission of a quote constitutes acknowledgement and acceptance of all terms contained within this attachment.

Solicitation Number: FA910126QB0100

Solicitation Type: Request for Quote (RFQ)

North American Industry

Classification System (NAICS) Code:

334513

Product Service Code (PSC): 6660

Size Standard: 750 Employees

Set-Aside Status: 100% Small Business Set-Aside

Nonmanufacturer Rule (NMR) Not Applicable

Description of Requirement:

The 804th Test Support Squadron (804 TS) supporting mission operations at Arnold AFB has a new requirement for the procurement of high-precision dew point hygrometers to replace obsolete legacy

EdgeTech DewPrime models. The requirement consists of a total of nine (9) Dew Point Hygrometers utilizing primary multi-stage chilled mirror sensor technology, capable of covering a dew/frost point range of −65 °C to +75 °C with a minimum 95 °C cooling depression capability and ±0.2 °C accuracy. The units must be standard 19-inch rack-mountable with remote-mounted sensors supporting sensor-to-console distances up to

250 feet. The material, certification, and warranty requirements shall reference Attachment 1 – Statement of

Work (SOW) and Attachment 2 – Technical Specifications Sheet. The vendor shall provide all materials, calibration (NIST-traceable ISO/IEC 17025), transportation (F.O.B. Destination), and a minimum one-year warranty.

Determination for 100% Small Business Set-Aside:

Based on market research, at least two small businesses are interested in and capable of meeting the subject requirement; therefore, in accordance with RFO Part 19, this acquisition is solicited as a 100%

Small Business Set-Aside.

One AFMC…Powering the World’s Greatest Air Force

Non-Applicability of NMR:

The total estimated value to meet the subject requirement is below the Simplified Acquisition Threshold

(SAT); therefore, the Nonmanufacturer Rule does not apply.

CMMC Exemption:

The Government has determined that the product required under this solicitation is a Commercially

Available Off-the-Shelf (COTS) item. Because this procurement is exclusively for a COTS product, the

Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable. Offerors are not required to hold or demonstrate a CMMC certification level to be eligible for award under this solicitation.

Basis for Award:

The Government intends to award a single, firm-fixed-price purchase order to the responsible offeror whose quote conforms to the solicitation and offers the lowest reasonable price to the Government.

The evaluation process will be conducted in the following sequential steps:

1. Price Sorting: Rank all quotes by the total quoted price, from lowest to highest.

2. Size Standard Validation: Beginning with the lowest-priced quote, confirm compliance with the solicitation in relation to the small business size standard under NAICS code 334513, which is

750 employees.

NOTE: Offers from vendors that do not meet the small business size standard of 750 employees will not be considered for an award and the evaluation process will end here.

3. Technical Validation: Validate that the offeror with the lowest priced quote meets the business size standard, and that the quoted product meets the required specifications per Attachment 1. If the lowest-priced quote is determined technically "Acceptable," the evaluation stops, and that offeror will be selected for award (pending an affirmative responsibility determination and price reasonableness). If the lowest-priced quote is determined to be technically "Unacceptable," the

Government will evaluate the next lowest-priced quote, continuing this process until a technically acceptable quotation is identified.

NOTE: If the lowest priced quote requires resolution of minor or clerical errors to any aspect of the quote, the Government will consider the correction potential and may enter interchanges with that offeror. If, after interchanges to resolve minor or clerical errors, the quote is determined technically “Acceptable” and remains the lowest priced quote, the order will be awarded to that offeror. If the Government deems the quote not easily correctable, or if at any time the quote becomes other than the lowest priced, the next lowest priced quote will be evaluated for technical acceptability. Interchanges will take place as necessary or deemed appropriate by the

Government.

4. Responsibility Determination:

The Government will evaluate the apparent successful offeror to determine responsibility in accordance with RFO Subpart 9.1. This includes verifying that the offeror has an active registration in the System for Award Management (SAM.gov), does not have any active exclusions or suspensions, and possesses a satisfactory record of performance, integrity, and business ethics. If the lowest-priced, technically acceptable offeror is determined to be non-responsible, the Government will refer the matter to the Small Business Administration (SBA) for a Certificate of Competency (COC) determination or proceed to evaluate the next lowest-priced quote if appropriate.

5. Determination of Price Reasonableness:

The final quoted price will be evaluated for reasonableness in accordance with RFO 12.204, using the price analysis techniques defined in RFO 15.404-1.

Instructions to Offerors:

Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.

Submission Method

Quotes must be submitted electronically via email to the Contracting Officer, Mikayla Roland

(mikayla.roland@us.af.mil) and Contract Specialist, Alexia Wood (alexia.wood@us.af.mil), no later than 1:00 PM Central Standard Time on 30 September 2026. Late quotes will not be accepted.

Quote Format and Content

To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections:

Order (ARO).
