Dear Quoter:
Attached is a solicitation package prepared by Federal Correctional Complex, Coleman, Florida, for the provision of cooling tower/closed loop water chemistry control services for the correctional complex. This package contains all necessary information to submit a quote and an SF 1449 and Description of Requirements can be downloaded under the attachment section to be submitted along with proposal (quotes).
All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7 System for Award Management which requires that an offeror be registered in SAM when submitting an offer or quote and continue to be registered throughout the duration of the contract. Quoters should include their Data Universal Number System (DUNS) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardees DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. Also, FAR 52.204-12 Unique Entity Identifier Maintenance which requires the contractor shall ensure that the unique entity identifier is maintained with the entity designated at the System for Award Management (SAM) for establishment of the unique entity identifier throughout the life of the contract. The Contractor shall communicate any change to the unique entity identifier to the Contracting Officer within 30 days after the change, so an appropriate modification can be issued to update the data on the contract. For the purposes of this solicitations, the North American Industrial Classification (NAICS) code is 221310.
Quotes shall be received on or before the deadline of September 15, 2022 no later than 09:00 am Easter Standard Time (EST). Quotes shall be submitted electronically via email to Smuniz@bop.gov and Tlarge@bop.gov in pdf format only and will be deemed received at the time as indicated on the email notification. Faxed and hand delivered quotes will not be accepted. Quotes received after the quote deadline will be handled in accordance with FAR 52.212-1(f) which states late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
