SUBJECT: Request for Proposal, FA2487-21-R-0008, Munitions Material Handling Equipment

(MMHE)

1. The Government requests that qualified vendors submit Firm Fixed Priced (FFP) Proposal for MMHE in accordance with (IAW) the attached model contract (attachment 1). A lowest Price Technically Acceptable (LPTA) source selection will be used for contract award. Offerors shall complete the initial order package (attachment 2) which will be used to determine lowest price. Offerors' principle place of performance shall be within 750 mile of Eglin AFB. Instructions to offerors can be found in Section L (model contract - attachment 1) of the model contract. This has been prepared in support of the AFLCMC/EBDM, the Munitions Material Handling Equipment Office at Eglin AFB, FL.

2. Please submit a proposal in accordance with the information in this RFP and attachments.

Offerors shall include separate pricing in attachment 2 (Initial Delivery Order Requirement) for quantities of one (1). Your proposal should address all technical considerations and provide sufficiently detailed data to allow for evaluation and subsequent negotiations if required. Offerors are expected to respond to all terms and conditions requiring additional information prior to award. Award will not be made until all terms and conditions are agreed to by both parties. The proposal shall include a consolidated list of contractor assumptions and Government dependencies.

3. Manufacturers must be registered with the Joint Certificate Program (JCP) at https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/. Drawing packages for the initial Delivery Order will be provided upon e-mail request to JCP Certified firms.

Requests for drawings will not be accepted after 8:00 A.M. Central Time on Friday, 12 Feb 2021. Once requested through the points of contact listed in this announcement, drawings will be sent directly to the contact listed under the applicable CAGE code/JCP certification. Companies that previously provided certificates to AFTC/PZIE will not be required to resubmit certificate.

4. The Government reserves the right to cancel this RFP, either before or after the closing date. In the event the Government cancels this RFP, the Government has no obligation to reimburse an offeror for any costs.

5. The expected proposal receipt 8:00 A.M. Central Time on Thursday, 19 February 2021.

Proposals shall be submitted IAW Section L of the Model Contract to Tasha Monan Sharon, tasha.monan-sharon@us.af.mil; and Christine Procido, christine.procido@us.af.mil via DOD Safe (DOD safe requires a request drop email 24 hours before proposal deadline) . A hard copy will not be accepted.

6. To avoid any ‘lost in transit’ situation, offerors shall contact Tasha Monan Sharon, tasha.monan-sharon@us.af.mil; and Christine Procido, christine.procido@us.af.mil to confirm receipt of proposal electronic delivery immediately after submission. Please ensure that your e-mail address listed in your proposal is current and accurate. Eglin AFB is not responsible for ensuring notifications are received by firms changing mailing address/e-mail address/company points of contact after proposal submission without proper notification to Eglin AFB. Changes of this nature shall be annotated in the FBO submittal or amendments.

7. If your company does not receive a receipt notification via e-mail from Tasha Monan Sharon, tasha.monan-sharon@us.af.mil; and/or from Christine Procido, christine.procido@us.af.mil then please e-mail them without the proposal attached and request a DoD Safe drop-off. If your company has an employee with a DoD Common Access Card (CAC) then they can alternatively submit it via DoD Safe at https://safe.apps.mil/ without a drop-off request.
