About this file

This Request for Proposal issued by the County of Peoria Purchasing Division seeks qualified vendors to provide snow removal services at four County facilities located in Peoria, Illinois. The services required include snow and ice removal at the Peoria County Courthouse, Peoria County Jail/Sheriff's Office, Peoria County Juvenile Detention Center, and Peoria County Animal Protection Services (PCAPS), with snow removal triggered at accumulations exceeding one inch during weather events. The solicitation (RFP #05-04-26) was released on June 4, 2026, with written questions due by June 18, 2026 at 2:00 PM CST, and sealed proposals due by June 30, 2026 at 2:00 PM CST at the Peoria County Courthouse Purchasing Office, Room 501, 324 Main Street, Peoria, Illinois 61602. The initial contract term is approximately ten months, commencing on or about October 1, 2026, and terminating on June 1, 2027, with four optional twelve-month renewal periods available upon mutual agreement. The County reserves the right to award to a single or multiple vendors and will select the most responsive, responsible low bidder based on evaluation criteria.

Bidders will be evaluated using a weighted scoring system allocating 60 points to cost, 20 points to available equipment, and 20 points to similar contract experience, with the highest-scoring proposal receiving the award rather than the lowest bid alone. Pricing shall be submitted on a per-event basis for snow removal and ice melt application at each of the four locations, with contractors also providing hourly rates for miscellaneous snow removal, equipment operators, and off-site tipping fees. Contractors must provide all labor, equipment, supplies, and materials necessary for service delivery and maintain comprehensive insurance coverage including workers' compensation, general liability ($1,000,000 each occurrence/$3,000,000 aggregate), auto liability ($1,000,000), and umbrella coverage ($2,000,000). An EEO certification number from the City of Peoria is required only upon contract award, though vendors are encouraged to obtain certification prior to bid submission. Contractors must provide certificates of insurance, three business references with one year of relevant experience, a company history, equipment inventory lists, and comply with all state and federal minimum wage requirements with certified payroll documentation. The contract includes provisions for performance monitoring, bi-monthly inspections, and the County's right to cancel with ten days' written notice if service standards are not maintained.
