This is a Request for Proposal (RFP) from the City of Tucson, Arizona, seeking a qualified Employee Benefits Consultant to provide comprehensive benefits consulting services. The contract is for a three-year initial term with options to renew for two additional years, covering services such as vendor implementation consulting, claims audits, benefits compliance, actuarial support, non-discrimination testing, stop loss recoveries, claims data warehousing, wellness and health management consulting, and prescription drug management. The RFP requires detailed responses across 25 sections addressing qualifications, experience, implementation strategies, vendor management, compliance, reporting, benchmarking, and performance guarantees.

The City is seeking a comprehensive approach that includes strategic cost control, clinical consulting, vendor performance evaluation, and data-driven plan design recommendations.
