About this file

This document is a Cost Response Workbook for the Request for Response (RFR) for the Department of Mental Health's (DMH) Emergency Transportation Master Agreement in the state of Massachusetts. The RFR seeks to procure the services of transporting groups of DMH patients/clients and staff from one location to another in non-medical emergency and non-emergency situations. The workbook provides instructions for completing the cost response and requires respondents to fill out detailed information on vehicle capacities, hourly and daily rates for various vehicle types, including 48-56 passenger vehicles, 27-35 passenger vehicles, 21-30 passenger vehicles, 9-14 passenger vehicles, and 8-11 passenger school buses. Respondents are instructed to provide comprehensive, all-inclusive rates that account for various cost factors such as fuel, parking, driver salary and gratuity, permits, and toll costs.

The cost response workbook is part of the overall Request for Application (RFA) for DMH's Group Transportation Master Agreement. The contract term is for an initial 18-month period during the State Fiscal Year 2026. DMH will use the cost and pricing information provided in the workbook, along with the respondents' descriptions of the different cost categories and factors considered, to determine the reasonableness of the proposed rates.
