About this file
This is a Cost Proposal Template for the City of Santa Cruz's Graffiti Abatement Services procurement. The template is designed to capture pricing information for work orders submitted by bidders responding to the City's solicitation for comprehensive graffiti removal services within city limits and on water equipment and property in water service areas outside city limits. The services encompass paint matching (up to 99% color match), pressure washing, and chemical abatement across multiple surface types including sidewalks, bridges, medians, fences, light poles, street signs, parking meters, and sewer outlets. The City anticipates approximately 50-60 graffiti reports monthly with expedited response times of 24 hours for gang and hate crime graffiti and 48 hours for standard reports. A non-mandatory pre-proposal meeting is scheduled for January 14, 2026, at 3:00 p.m. via Microsoft Teams, with questions due by January 15, 2026, and proposals due January 23, 2026, at 12:00 p.m. through the City's e-Procurement Portal. The contract will be awarded for an initial one-year term with potential for two additional one-year extensions at the City's discretion.
The Cost Proposal Template requires bidders to submit pricing structured around work order amounts and emergency work order rates, with minimum daily charge rates for scheduling options of one, two, and three days per week. The template allows contractors to present flexible pricing models based on frequency of service deployment. The City has implemented a local business preference policy providing a 2% preference for local businesses and an additional 4% for locally owned businesses meeting specific criteria. Contractors must maintain Professional Liability insurance of $2,000,000, Commercial General Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000, and Workers' Compensation coverage. Contractors must be registered with California's Department of Industrial Relations and comply with prevailing wage requirements, with performance and payment bonds required within ten business days of contract award. Evaluation criteria include responsiveness (5%), firm background (10%), qualifications and experience (15%), team qualifications (20%), technical approach (25%), cost proposal (20%), and references (5%).
