About this file

This is a Cost Proposal template for the Iowa Department of Administrative Services' RFP 005-RFP-0599-2024 to lease office space in Waterloo, Iowa. The Department seeks to lease a facility containing 15,000 to 17,000 rentable square feet to house approximately 50 staff members. Proposals were due September 13, 2023 by 4:00 PM Central Time. The successful Proposer must provide space planning, floor planning, and construction or renovation services, with all associated costs included in the base rent. The contract will have an initial term of ten years beginning on the targeted possession date of December 31, 2023, with options for annual extensions as identified in the RFP. The State reserves the right to charge a 1% administrative fee on all sales made against the resulting contract.

The Cost Proposal Matrix requires bidders to provide per-rentable-square-foot pricing for base rent, tenant improvements, and operating expenses including insurance, taxes, utilities, interior and exterior maintenance, trash removal, snow removal, pest control, and janitorial services. Proposers must designate whether operating expenses are actual or estimated and whether they are firm for the lease term or subject to annual adjustment. Tenant improvement costs will be amortized over the life of the lease, and proposers must specify the amortization rate. The leased office space must be connected to the Iowa Communications Network (ICN); any connection costs identified by ICN will be added to the Proposer's cost proposal by the evaluation committee. Proposers may offer incentives or other offerings to the Agency. The State prefers a full-service gross lease structure.
