About this file
The document is a cost formula explanation file detailing scoring methods for evaluating proposal costs, specifically focusing on the "Reward Low Cost" pricing calculation approach. The document provides a mathematical formula for calculating points based on proposal costs: (Lowest overall cost / Proposal's cost = X% of possible points). The example demonstrates how different proposal costs result in varying point allocations, with the lowest cost proposal receiving the maximum points and higher-cost proposals receiving proportionally reduced points.
The related state and local contract opportunity is a Connecticut Health Department solicitation for a syringe litter clean-up and disposal service. The contract, valued at $25,000, requires a contractor to manage syringe clean-up in public restrooms, syringe disposal units, trees, and public spaces. The primary service requirements include responding within one business day to syringe litter complaints and conducting appropriate clean-up and disposal of syringes found in designated public locations. The cost formula document suggests that pricing will be a significant factor in vendor selection, with lower-cost proposals receiving more favorable scoring.

A Closer Look at Cost Formulas The scoring methods Reward Average Cost and Reward Low Cost rely on cost formulas to track and calculate point values. Reward Low Cost, for example, uses this equation to determine how many points each individual submission should receive:
Lowest overall cost / Proposal's cost = X% of the possible points Expand the tabs to see Reward Low Cost in action.
Proposal A costs $100. How many points will it receive?
$100 (Lowest Proposal) / $100 (Proposal A) = 100% of 30 points
30 points awarded Proposal B costs $200. How many points will it receive?
$100 (Lowest Proposal) / $200 (Proposal B) = 50% of 30 points 15 points awarded Proposal C costs $500. How many points will it receive?
$100 (Lowest Proposal) / $500 (Proposal C) = 20% of 30 points 6 points awarded
