About this file
This document is a Questions and Answers file related to a Request for Proposals (RFP) issued by the California Governor's Office of Business and Economic Development (GO-Biz) to select a consulting company to provide business-to-business matchmaking, site visits, and market entry support for eight California exporters participating in the California delegation to the Cosmoprof Bologna 2025 trade show.
The RFP requires the selected consultant to work with California companies that meet the requirements of the California State Trade Expansion Program (STEP), which includes being in business for at least one year, having sufficient resources to participate in trade, and providing a readiness assessment. The companies will represent various sectors and sales channels aligned with the Cosmoprof Bologna trade show. The consultant will be expected to provide a sample market analysis for the beauty sector in a region, as well as details on their prior experience in providing similar services. While GO-Biz does not have a specific budget in mind, they are seeking cost-effective proposals, and the selection will be based on the merit of the applications.

Cosmoprof Bologna Consultant RFP Questions & Answers
1. Is this contract for up to eight companies?
Yes, we anticipate having eight California companies at the Cosmoprof Bologna booth.
While the final number may vary, we ask that applicants budget and plan their proposals based on participation for eight companies.
2. How established are these companies?
Companies must meet the requirements of the California STEP Program, which includes being in business for one year, having enough resources to bear the costs associated with trade, and provide a readiness assessment.
3. What sectors are these companies from – does this cover retail and the professional sectors (e.g. brands selling into retailers, as well as those selling into hairdressers, spas etc)?
The companies will align with the categories of the Cosmoprof Bologna trade show. They will be branded products and could sell via a wide array of sales channels.
4. With regards to evaluating potential customers and partners – what regions do they need to come from? Could this be from across Europe?
We expect the California companies will be interested primarily in European markets.
However, this would need to be discussed with them to identify their top markets and ways to leverage the global representation at the show.
5. I haven’t received any of the vendor forms, please can you send these to me.
All vendors forms are attached to the solicitation event on Cal eProcure and are downloadable.
6. In terms of references – we have conducted a similar programme for the Australian embassy for Europe – could we include this as examples of previous work that we have conducted in a similar capacity?
Yes, this would be acceptable. We are looking for contacts at companies and trade agencies you have worked with in a similar capacity as this RFP requests.
7. You have requested ‘Provide a sample analysis that includes a high-level market over of the beauty sector in a region’ – are you wanting us to provide an example of a previous analysis we have conducted for a company, and which regions would this be relevant to?
This is intended to be a sample of your work so that we can get an understanding of the reports you produce and the kind of information you provide to client companies. The market you choose for the sample analysis will not impact the decision-making process.
We are looking at the report’s framework, quality of information, and quality of the analysis.

8. Do you have a specific budget in mind for this contract?
We are interested in proposals that are cost-effective and meet the requirements of this RFP.
We would like to know what your company’s costs for such a project would be. Selection of applications will be based off merit.
