About this file
This is a Technology and Architecture Questionnaire document from the City of Santa Monica's Information Services Department, version 3.1, dated November 27, 2024, prepared in support of a public record tracking software procurement. The City seeks a Software as a Service (SaaS) solution to assist with public records requests management. The questionnaire establishes comprehensive evaluation criteria across eight primary categories that potential vendors must address in their proposals, including architecture review, technology review, user experience, integrations, configuration and customization capabilities, user and access management, maintenance and support, and reporting and business analytics functionality.
The questionnaire requires vendors to provide detailed technical documentation covering system components and their relationships, backend and frontend programming languages, database architecture and multi-tenancy specifications, cloud provider selection and server locations, code promotion procedures, user personas and interface accessibility including WCAG 2.1 ADA compliance, data migration strategies, API capabilities and bi-directional transfer options, customization and configuration requirements and skill needs, integration with identity management providers such as Microsoft Entra ID, access control granularity, enhancement request and issue resolution procedures with defined service level agreements, training availability, business continuity and disaster recovery plans, and operational reporting and key performance indicator creation capabilities. The document does not contain pricing information, contract term details, due dates, award timelines, or set-aside information; these elements would typically be found in the associated request for proposal or solicitation documents.
